Outreach Officer

Program Background: The International Rescue Committee is an international organization specializing in emergency and humanitarian programming. In response to the influx of Syrian refugees in Lebanon, the IRC is starting an Economic Recovery and Development (ERD) program focused on meeting life and livelihood needs of refugee populations. The IRC ERD livelihood program activities will be implemented in various locations in the Northern Governorate. Position Overview The IRC will start-up and manage a stand-alone Livelihoods Centre (LC) in Akkar to serve as venue for the IRC’s ERD activities (e.g., ATM card trainings and distributions, candidate assessments, financial management and vocational trainings, etc). It will also serve as space to provide advice to both job-seekers and employers on legal matters pertaining to Lebanese labour regulations. Job-seekers will be advised on their rights as workers and on working conditions they should expect. The LC will advocate for employers to offer decent working conditions to their employees, including equal wages for women and men, minimum wages, working hours, and safety and health at work The Livelihoods Promotion Assistant (Outreach) will be responsible for communicating with employers and providing suitable vacancies to the beneficiaries. Responsbilites: Under the supervision of the Livelihoods Promotion Officer: Visit employers, NGOs, UN, vocational training providers and microfinance and business support services to explain the role of the Livelihoods Center and its services, to obtain job vacancies and refer jobseekers on a weekly basis Visit jobseekers and provide them information on available vacancies Assist in the data collection on the local labour market and enter collected information on job vacancies, training opportunities and self employment support programmes into the database Generate reports on vacancies and visits Hold information sessions amongst Livelihoods Center staff on findings of the outreach activities Inform employers and jobseekers on labour law regulations applying to Lebanese workers, as well as to Syrian refugees and migrant workers Produce statistics as required Ensure publication of job vacancies and other career opportunities
