Project Officer - Arsal - On Behalf of Josour Al Nour

Background/Josour al Nour Summary:  

Josour al Nour (JN) is a Lebanese local NGO operating in Arsal since 2010, over the past ten years JN implemented variety of programs supporting both local and refugees’ communities in Arsal.

JN in partnership with the International Rescue Committee (IRC) is implementing a livelihood project in Arsal, providing vocational trainings to street connected and working children (SAWC) aged between 14 and 17 years old. The aim of this project is to mitigate risks on SAWC and support them restoring a better future.

 

Job Summary:

The livelihood Project officer is directly responsible for overall related to the project especially managerial  and administrative activities, while ensuring the functioning of the project team and the trainers under supervision, for the success of the project and the application of the highest standards of child protection policies.

s/He supervises the program workflow by overseeing the budget, monitoring inputs and outputs, submitting proposals to solve emerging problems and ensuring that the objectives are met within the required timeframe, with close consideration of quality and sustainability.

 

Major Responsibilities:

Project management & implementation:

  • Provide direction, and overall supervision to the project implementation. Empowering and supporting staff, taking leadership to resolve issues.
  • Manage the implementation of activities day-to-day focusing  on the quality, ensuring that activities progress is  in accordance to the project proposal  and logical framework
  • Claim Responsibility for all tasks and duties related to the Project (reporting, Monitoring, supervision, capacity building, internal representation, accountability, cooperating
  • Develop clear project mobilization and work plans with specific timeframes and ensure they are properly communicated with the team members in order to provide needed guidance.
  • Ensure satisfactory management of project budgets. 
  • Ensure high quality closeout of projects.
  • Ensure that all project files are regularly updated and properly filed.
  • Report and raise any challenge or concern to the executive manager.
  • Support the startup, monitoring and evaluation of the livelihood project in Arsal.
  • Ensure timely, effective and quality activities implementation line with the Guidelines agreed on the partner organization.
  • Provide capacity building support, on-the-job coaching and technical supervision to the livelihood staff on the implementation vocational trainings activities to adolescents.
  • Ensure monitoring, evaluation, and accountability tools are utilized and completed accordingly by the Livelihood team.
  • Write and send out weekly and monthly reports to Executive director and the partner organization focal points.
  • Actively participate, when needed, in relevant working group meetings as well as bilateral meetings with other agencies in close consultation with the Executive director.
  • Work with the Executive Manager and the livelihood team on the introduction of the project in the field.
  • Ensure that the logistical material and transportation are available for the appropriate running of activities.
  • Ensure regular monitoring and on site coach visits.

 

Monitoring and reporting:

  • Ensure the progress of work on the Project within the timeframe specified for it while maintaining the objectives of the project.
  • Daily attendance for the implementation of project and making field visits to ensure the proper application of regulations and standards.
  • Preparing periodic reports according to the project’s policies
  •  Compile weekly and monthly reports of activities. And raise them to the Executive manager and whom would be concerned.
  • Ensure that all project’s documents and data are stored and protected. collect all the data needed for the project evaluation and the compilation of r the monthly reports.
  • Develop weekly and monthly plan for the team and their work in the field.
  • Fill observations checklists when monitoring activities.
  • Ensure that all M&E tools are filled by staff properly.

 

Team Management & supervision:

  •  Supervise a team of two assistants and three vocational trainers.
  • Cooperate with HR, logistics, M&E & & finance officer to ensure success of the project.
  • Ensure that all staff are well informed about the project activities and goals.
  • Ensure the proper progress of work, attendance of employees and the smooth running of their activities according to the project work plan and according to the specified timelines.
  • Encourage team spirit and teamwork within the work team.
  • Monitor employee performance and effectiveness in the project and evaluate their performance regularly.
  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance.
  • Provide constructive feedback and counsel on appropriate career paths and professional development.
  • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
  • Ensure that all staff are complying with the code of conduct and the child  safeguarding policy.

 

Key Working Relationships:

Position Reports to: Executive director

Position directly supervises: Two assistants and three vocational trainers
 

Job Requirements:

Education: University degree in social science, business management, or relevant field

 

Work Experience:

  • Experience in working with children mandatory.
  • Staff Management experience mandatory.
  • 3-5 years of relevant work experience in the humanitarian filed.
  • Previous experience in education or livelihood projects.

 

Languages:

Fluency in writing and typing in Arabic and English mandatory

 

Personal skill and qualifications:

Team player, flexible, creative, network-builder, able to handle pressure, enjoying working in the field, network and attend coordination meeting, good communication skills.

 

Computer Skills:

Proficient in Microsoft word and Excel

Other Certificates or Licenses: N/A
