Within the framework of Integrated Protection Response in the Bekaa project, IRC will track and respond to pressing protection issues such as GBV, child labour, school dropout, HLP disputes, and movement restrictions. The IRC will conduct GBV safety audits and community risk mappings in priority areas of Baalbeck El Hermel to identify unsafe spaces, gather women's input, and use findings to develop community safety plans and refer needed services. Key geographic areas for integrated GBV and protection monitoring will include high-tension zones such as Qasr, Knaysseh, and the Shrawni neighbourhood; under-monitored locations like Al Jalil Palestinian camp; and border-adjacent villages recently affected by clashes or raids, including Hawsh Sayed Ali.
Furthermore, IRC will re-establish free legal aid in North and Central Bekaa, targeting communities with the greatest unmet needs. By restoring these services, the intervention will help address the root causes of protection vulnerabilities. Legal documentation, especially valid residency and civil registration, plays a pivotal role in reducing exposure to harassment, exploitation, and denial of services. The IRC will prioritize civil documentation and legal status support through counseling, representation, and mediation services.
This project will prioritize Syrian refugees, especially women, girls, and individuals without legal residency, as well as vulnerable Lebanese residing in the North and Central Bekaa, including Baalbeck El Hermel areas.
Scope of work:
Under the supervision of the Integrated Protection Manager and the Protection Monitoring Officer, enumerators will conduct household surveys, rapid needs assessments, and knowledge surveys related to the IRC’s ongoing project in the Baalbek-Hermel Governorate, in addition to tasks associated with data entry. The surveys will be over the phone, and/or in person, IRC will provide the enumerator with a phone scenario, tablet or laptop for data registration and mobile phone.
In addition to data collection, enumerators will also be responsible for data entry tasks. Surveys will be conducted either over the phone or in person. The IRC will provide enumerators with the necessary tools, including a tablet for data entry and a mobile phone. It is expected that the enumerator conducts the surveys in compliance with IRC policies namely IRC INTERNAL DATA PRIVACY POLICY and as per agreed delivery schedule. Enumerators will be trained on the tools and trackers by IRC - Protection Monitoring Officer.
Deliverables:
- Conduct Household assessment/ RNA / Survey in person or /remotely to understand the context and protection risks.
- Record the collected information utilizing IRC collection tool.
- Handle and fill out questionnaires through digital devices (tablet or Smart phone).
- Submit completed tasks on time and discuss with the supervisor highlights, notes, and cases daily.
- Ensure high quality and consistent data collection and that assessments are conducted in a manner that respects all respondents.
- Share periodic plan-Schedule with IRC.
- Produce a periodic report reflecting records of the number of surveys conducted.
- Discuss with the supervisor challenges faced during data collection.
Key Working Relationships:
- Consultant Reports to: Protection Monitoring Officer – North Beqaa, Integrated Protection.
