The RISE program aims to ensure that communities affected by crises have timely, accurate, and accessible information about available services and support. It emphasizes two-way communication, enabling affected populations not only to receive critical information but also to provide feedback and report protection concerns. By linking information provision with referrals, RISE helps vulnerable individuals, including Persons with Specific Needs, access appropriate services quickly and safely, enhancing accountability and responsiveness in emergency settings.
The protection Information and Referral Officer during the emergency response reports to the Senior Manager – PRoL. He/She will support the implementation of the RISE program by managing information collection and production, responding to community inquiries, strengthening communication with communities, referrals pathways, and service mapping mechanisms, and facilitating referrals to relevant services. This role ensures that affected populations have access to critical information and can receive timely support through appropriate channels.
Major Responsibilities:
Community Engagement & Assessments
- Conduct regular assessments and consultations with affected populations to identify information gaps, emerging needs, and community priorities.
- Serve as the primary point of contact for community members seeking information or assistance.
- Enable two-way communication mechanisms to ensure communities can provide feedback and raise protection concerns.
Information Management & Production
- Collect, verify, and manage information on available services, programs, and resources.
- Maintain up-to-date databases and records for inquiries, referrals, and service mapping.
- Support the development and production of accessible information materials tailored to the needs of diverse and vulnerable groups, including Persons with Specific Needs (PwSN).
Referrals & Coordination
- Facilitate safe, timely, and appropriate referrals to protection, health, legal, and other relevant services.
- Follow up on referrals to ensure quality and effectiveness.
- Coordinate with internal departments and stakeholders to support information exchange, collaboration, and service continuity.
- Work closely with MEAL teams to strengthen client feedback mechanisms and accountability to affected populations.
Capacity Building & Quality Assurance
- Deliver orientation and training for staff, partners, and volunteers on RISE protocols, referral systems, and community engagement approaches.
- Supervise and support field teams involved in RISE implementation, ensuring adherence to program standards and effective communication with communities, where applicable.
- Monitor and evaluate RISE systems and processes to ensure quality, efficiency, and compliance with minimum standards.
Reporting & Program Improvement
- Ensure adherence to ethical standards, including confidentiality, informed consent, and “do no harm” principles.
- Document all interactions, inquiries, and referrals accurately in line with data protection policies.
- Provide regular reports on trends, protection risks, information gaps, and service coverage.
- Contribute to program improvement through analysis of feedback, lessons learned, and recommendations for enhancing RISE implementation.
Job Requirements:
Work Experience:
- At least three years’ experience in an NGO, preferably in social work or community-based activities.
- Good protection background and knowledge of refugee context, as well as demonstrated ability to identify and refer vulnerable cases.
- Strong experience in capacity building, including delivering training sessions, facilitating workshops, and providing coaching.
- Experience working with vulnerable groups, including PwSN, Women, children, and displaced populations.
- Familiarity in content development and information production
Demonstrated Skills and Competencies:
- Ability to maintain confidentiality, respect, non-discrimination and safety of clients at all times.
- Excellent interpersonal and communication skills
- Ability to work autonomously, take initiative and responsibly escalate issues.
- Strong IT skills
- Flexibility in working overtime when needed and ability to handle pressure well.
Education: Bachelor’s degree in social work, Humanitarian Studies, International Relations, or a related field.
Language Skills: Arabic and English fluency required, ability to communicate and write clearly in English and Arabic is a must.
Working Environment: Based in the Beirut office, with frequent field visits across all governorates in Lebanon, including the South as needed. (20% office-based and 80% field-based)
