Protection Manager (Livelihoods)

Under the supervision of the Protection Coordinator, and in close coordination with the Livelihoods Manager, the Protection Manager (Livelihoods) oversee the technical quality of the protection-related aspects of the program.  In particular, the Protection Manager will ensure smooth and high quality implementation of emergency cash assistance, which is designed to support protection outcomes, and will lead analysis of protection trends related to livelihoods issues as well as strongly supporting any related advocacy initiatives.  Major Responsibilities: Directly supervise the two Emergency Cash Officers and provide technical supervision for the Training Officers, including through ensuring the submission of weekly workplans, weekly meetings and professional development opportunities in-line with performance monitoring and evaluation plans. Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system. Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans. Identify internal and external stakeholder capacity building needs and develops capacity building plans in a participatory manner. Develop effective training materials to support protection mainstreaming and adherence to key protection principles, in line with IRC technical best practice and standards. Ensure safe and effective implementation of emergency cash assistance, by monitoring quality of eligibility assessments, frequency and quality of follow up, and providing direct technical support to staff engaged in the activity. Lead implementation of monitoring and evaluation activities related to the protection aspects of the program, including contribution to data collection tool design, organization of data collection, analysis and drafting of findings and recommendations. Produce monthly reports on activities based on IRC tools. Provide input for advocacy initiatives, as required. Conducts other duties as assigned by supervisor. Job Requirements: Work Experience: At least two years of prior professional experience in a similar post, preferably with an international organization. Demonstrated Skills and Competencies: Experience implementing capacity building programs in emergency or post-conflict settings using participatory approaches. Demonstrated experience developing and conducting training in post conflict settings. Strong leadership, staff management, coordination and capacity building skills. Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player. Strong communication skills including ability to gain trust and build relationships with new communities. Strong understanding of International Human Rights and Refugee Law; Basic computer skills including Microsoft Word. Experience in regular report writing. Strong interpersonal skills and ability to work as part of a team, as well as independently. Flexible and able to work in a dynamic and diverse environment. Language Skills: High standard of spoken and written Arabic and English required. Working Environment:   Standard office environment, with travel to Livelihoods Centers in Deir Dalloum and Beirut, as well as to other IRC Offices in Beirut, Tripoli and Qobayat.  It is estimated that this position will be approximately 60% office based and 40% field based.
