JOB TITLE: WPE Protection OfficerLOCATION: Northern and Beka’a GovernoratesSTART DATE: As soon as possibleFULLTIME/PARTIME: Full-timeDURATION: Initial probation period of 3 months, with extension up to a year based onperformanceBACKGROUND: The International Rescue Committee is an international organization specializing in emergency and humanitarian programming. In response to the influx of Syrian refugees in Lebanon, the IRC is starting a Women’s Protection and Empowerment (WPE) program, with program strategies implemented in various locations in the Northern and Beka’a Governorates. The WPE Protection Officer is a key position in the WPE Program, ensuring the identification of risks related to gender-based violence (GBV), and working with the community and other sectors to mitigate that risk and to create a safer, more protective environment for women and girls among the Syrian refugee populations. SCOPE OF WORK: The WPE Protection Officer will oversee the risk identification and mitigation activities.The WPE Protection Officer will train and supervise the Risk Mitigation Associate(s), who will in turn oversee a team of Outreach Workers to increase women’s and girls’ access to information about risks, services, and risk mitigation activities. The WPE Protection Officer supports the overall work with community members to minimize the risks women and girls face. Position objectives:Risks to women and girls are identified through safety audits and community consultationsRisks to women and girls are mitigated through safe and appropriate risk mitigation activitiesWho this position reports to:WPE Senior OfficerWPE Program Manager RESPONSIBILITIES:Grant Implementation· Conduct weekly camp safety audits to identify risks and compile findings in weekly reports submitted to program manager for final compilation.· Develop information materials and activities, in collaboration with the WPE team, ensuring messages are appropriate for the community and tested before dissemination.· Provide direct supervision to Risk Mitigation Associates, and through them, indirect supervision to the Outreach teams, including:o Development of daily and weekly Outreach plano Conducting “Home Visits” or “Tea Sessions” in the project locations· Mobilize community members to create a protective environment and promote women and girls’ safety and dignityGrant Monitoring & Reporting· Consolidate findings from weekly safety audits· Prepare and submit weekly, monthly and 3-month work plans in a timely manner and incorporate manager feedback.· Compile monthly report and submit to WPE Program Manager every month.· Ensure that all relevant financial documentation is completed accurately as required by IRC finance policy.Coordination & Representation· Support adherence to GBV referral protocols· Assess gaps in GBV prevention and risk mitigation services· Represent the IRC at GBV-related meetings as required· Facilitate and lead field site-based GBV coordination or other response-related meetings, as relevant.· Maintain positive coordination and relationships with partner and other IRC sector staff.· Develop monthly outreach plan based on case trends and needs of women and girls.· Prioritize coordination and collaboration with “high risk” sectors (e.g. environmental health, food distribution, health, camp management, etc.)Training· Develop and conduct trainings and workshops for IRC WPE staff, other IRC staff, partner organizations and community members on a variety of issues related to violence against women and girls, access to services, and reducing risk for women and girls.· Provide prevention-related trainings for all relevant sectors and community members.· Lead GBV prevention capacity building trainings for Risk Mitigation Associates and Outreach teams,including:- Safety Auditing- Risk mitigation- Primary and secondary prevention strategiesMentorship/Supervision· Work with stakeholders to implement standard operating procedures and monitor referral pathway to ensure safe and confidential access to all WPE services.· Contribute to a positive team spirit among all IRC staff.· Provide mentoring and supervise the WPE Risk Mitigation Associates on a weekly basis· Provide indirect supervision, through the WPE Risk Mitigation Associates, to the WPE Outreach teams on a weekly basisOther· Ensure activities are done in accordance with IRC logistics policy and in a timely manner to ensure the successful implementation of programs· Other duties as assigned by the supervisor to enable and develop IRC programsProfessional Standards· All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.REQUIREMENTS:· Strongly Preferred: Degree/ diploma in Social Work, Women’s Studies, or other related field· Clear understanding of gender inequality, and issues surrounding violence against women and girls.· Ability to maintain confidentiality and respect for clients at all times is essential.· Ability to lead, train, supervise, facilitate and motivate other WPE staff in their respective tasks in a professional, respectful and supportive manner.· Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.· Ability to work as a member of a team essential.· Computer literacy, including Microsoft Word and Excel.· Fluency in Arabic required.· Ability to communicate in English and write clear and concise reports in English strongly preferred. Travel and other requirements: Staff will be based in either the Beka’a or Northern Governorates, with sometravel required between the governorates and the main IRC office in Beirut.
