SCOPE OF WORK: Under the direct supervision of the Protection and Information Manager, the Protection Team Leader (PTL) will be responsible for directly supervising the mobile protection teams carrying out protection monitoring and legal assistance. The PTL will manage the field visits of the mobile teams as well as the mobilization work of the community engagement officer. The PTL will provide technical guidance and oversight to legal officers as needed and ensure quality case management through regular meetings, the review of legal counselling and case intake forms, and through ongoing capacity building (including on case management, personal status law, and refugee law). She/he will also provide ongoing technical support to protection monitors in coordination with the PIM and the Protection Reporting Officer.
In addition to mobile team management, the PTL will work to build relationships in the Lebanese legal community to identify potential partners to support the provision of legal services in the second half of the year. Throughout the identification phase, the PTL will coordinate with the management team to develop a strategy for sustainable legal service provision to refugee and other marginalized PoCs. The PTL will also act as the focal point for inter-INGO coordination around legal service provision; liaising with key actors such as NRC and Caritas and contributing to the development of SoPs for legal referrals.
RESPONSIBILITIES:
Provide direct supervision and support to the mobile protection teams, including:
1-Support to scheduling of, and participation in, monitoring and legal field missions;
2-Regular review of data collected by the teams and reporting systems;
3-Development of individual work plans, ensuring best practice standards are met as well as the development of professional 4-development plans for staff;
5-Regular review of case referrals and development of action points.
6-Support mobile teams’ field access by meeting with relevant stakeholders and local authorities as required;
Develop new and adapt existing legal case management tools including intake forms and standard referral forms;
Monitor trends from the field on legal information, counseling and representation needs of refugee and marginalized host community population;
Establish referral pathways with international legal service providers and map national actors engaged in legal activities in Mount Lebanon;
Collaborate with Senior Management in the identification of potential local partners for the delivery of legal services in the latter half of 2014;
Contribute to the development of a community-based legal service provision strategy;
Develop and deliver trainings for staff on refugee law, mediation, and other relevant topics as determined by needs;
Work in close coordination with relevant staff in other IRC units, especially Children’s Protection, to ensure the project’s strong integration with other sectors;
Support the Protection Manager in the development of advocacy positions to be shared with the Protection Working Group.
Develop and maintain effective working relationships with other INGO, UNHCR, government authorities, and other key stakeholders to ensure active coordination, collaboration, and information dissemination;
Act as focal point for legal issues and referrals at the IRC and attend INGO legal coordination group and other relevant forums;
Undertake other tasks as requested by the Protection and Information Manager.

REQUIREMENTS:
Strong experience in court representation and legal case management;
Strong understanding of International Human Rights and Refugee Law;
Strong understanding of Lebanese law with special focus on Family Law;
Familiarity with the Lebanese legal community;
Strong experience in managing a diverse team;
Experience with an NGO and/or international organization managing program activities;
Ability to interpret, analyze and synthesize information in a fast-paced environment;
Excellent organizational skills, timeliness, ability to determine priorities and great attention to detail;
Excellent drafting and oral communication skills in both English and Arabic;
Proactive, flexible, team spirited and willing to learn;
Good computer skills including MS Word, Excel and PowerPoint
