SCOPE
In 2014, as part of a broader strategy to provide sustainable community-based protection to persons of concern, the IRC will work with local NGOs and community structures in order to build their capacity to monitor protection concerns and identify and deliver appropriate solutions. The Protection Training Manager is responsible for overseeing the capacity building component of the IRC’s Protection program in the South, with a focus on Protection Mainstreaming and Protection Monitoring. Under the direct supervision of the Protection Coordinator, the Protection Training Manager will lead a small capacity building team that will provide on-the-job support and mentorship as well as support the delivery of trainings around protection mainstreaming and other identified needs.
More specifically, the Protection Training Manager will provide support to the IRC team and local partner staff to identify capacity building needs and develop relevant training materials, oversee the capacity building team; the budget; the relationships with local partners, INGOs, UNHCR and other stakeholders, and undertake assessments as needed. The Manager will coordinate training schedules with all relevant stakeholders and ensure that trainings are conducted smoothly. The Protection Training Manager will ensure strong M&E to evaluate partnership and capacity building outcomes. Finally, the Manager may also provide technical input on capacity building in other protection programming areas of operation in Lebanon.
The Protection Training Manager will be based in the South with travel to Beirut and other field locations.
RESPONSIBILITIES
Programme Management
Oversees implementation of capacity building project including: budget management (budget forecasting, development of spending plans and budget follow-up); timely recruitment; development of program work plans; reporting in accordance with IRC and donor regulations.
Oversees local partner grants (where relevant) and relationships to ensure they are successfully managed according to IRC standards and donor regulations.
Leads partner identification using existing tools, including SCORE.
Identifies capacity building needs and develops capacity building plans with partners in a participatory manner.
Develops effective training materials in line with IRC technical best practice and standards.
In cooperation with the Protection Coordinator, devises broader capacity building strategy.
Conducts field visits to other program sites for the purposes of joint training and supporting capacity building needs assessment.
Ensures that the administrative and logistical aspects of training run smoothly
Staff Management
Directly supervise the two Protection Training Officers and one Reporting Training Officer.
Provide continuous support to the capacity building team, ensuring the submission of weekly workplans, weekly meetings and professional development opportunities in-line with performance monitoring and evaluation plans.
Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.
Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures
Lead with commitment, integrity and accountability to the “IRC Way” – Global Standards for Professional Conduct
Representation, coordination and advocacy
Forges connections with counterparts including INGO, Local NGO, governmental and other non-governmental stakeholders.
Collaborates closely with other program departments in order to ensure that linkages between programs are made and programs gain from training best practice.
Provides technical assistance across country programs on civil society capacity building.

REQUIREMENTS
Advanced university degree in International Development, Development Management, Social Studies or a related field.
1-3 years experience implementing capacity building programs in emergency or post-conflict settings using participatory approaches
Demonstrated experience developing and conducting training in post conflict settings
Proven ability to manage local partner relationships
Strong leadership, staff management and capacity building skills.
Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player.
Willingness to travel within Lebanon, including south and north.
Ability to live and productively work under stress and in insecure and harsh environments while maintaining a sense of humor.
