Program Background/IRC Summary

 

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and is at work in over 40 countries. 

In response to the influx of Syrian refugees in Lebanon, the IRC provides income and livelihoods support to vulnerable Syrian refugees and host communities, through its Economic Recovery and Development Program. The objective of the program is to assist vulnerable households in the most affected areas of North and Mount Lebanon in meeting their essential needs and increasing their self-reliance; this is expected to ultimately lessen the use of negative coping strategies for survival.

Interventions include financial management training, cash for work, access to training and business development opportunities, legal and job counseling, and job referrals through IRC livelihoods centers in Tripoli, Akkar and Mount Lebanon. Additional market assessments and other research are conducted under this program. These centers aim to improve the employability of vulnerable populations –both refugees and host communities- within the local context where they operate from.

The ERD program will develop synergies with the other programs implemented by the IRC in Lebanon, particularly working closely with the Protection sector to mainstream protection principles into livelihoods approaches and expand program offerings.  The ERD program will also seek synergies with the Women’s Protection and Empowerment and Children Protection sectors.

 

Job Overview/Summary

 

The Registration/Apprenticeship Assistant for the Livelihoods Center will support the smooth running of the relevant activities of the program by liaising with the program’s officers ensuring that registration, apprenticeship, and other ensuing activities are supported as best as possible. The position is extremely important to ensure smooth communication between the various activities, as well as the timely completion of administrative requirements related to all aspects of the programs’ implementation.

 

Responsibilites

 

Registration

  • Provide front-desk coverage during working hours of the Livelihoods Center in Tripoli
  • Answer phone calls, offer general information on the Livelihoods Center and its services and respond to inquiries, directing jobseekers and employers to the relevant Livelihoods center staff for specific matters/queries
  • to record individual profiles, occupational codes and client group categories
  • Provide basic information to jobseekers on employment options, including self-employment, training courses and business start-up opportunities
  • Provide each Livelihoods Center applicant with an ID card with a unique QR code for accessing any potential LC service
  • Assist with data collection on the local labour market and enter information on the database;
  • Work as a member of the Livelihoods Center team and assist in other areas of work when required
  • Draft agendas, take minutes at meetings and workshops

Apprenticeship

  • Support in the completion of the apprenticeship weekly appraisal process (field visits included)
  • Support in compiling of apprenticeship documents (ToR, MoU, etc.)
  • Collect apprenticeship attendance sheets from different areas in Tripoli and T5
  • Process data into the local information system
  • Support organization of events, as required
  • Perform other duties, as needed or requested by the supervisor

 

Job Requirements

  • Bachelor in Business Administration, Human Resource Management or related fields
  • Minimum of 1-2 years of professional experience in Administration/Office Management. Previous INGO experience is an advantage
  • Familiiarity with computer databases and mobile data collection via tablets 
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Strong sense of personal integrity.
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well

 

Essential requirements

  • Excellent written and verbal communication skills in Arabic
  • Good written and verbal communication skills in English
  • Good Computer skills (Outlook, word and Excel)
  • Good physical condition
  • Commitment to IRC global policies and values
  • Working knowledge of office equipment (such as printers)

 

 

Work Environment

 

Travel and other requirements: Staff will be based in Tripoli with some travel required to the field office in Deir Dalloum and the main IRC office in Beirut.

 

Experience required: 1 to 2 years

Education degree: Bachelor Degree

Field of education: Business Administration, Human Resource Management or related fields

Languages: Fluency in Arabic and English, both written and oral

Period: Until the end of March 2020 with possibility for renewal
