BACKGROUND:
The International Rescue Committee is an international organization specializing in emergency and humanitarian programming. In response to the influx of Syrian refugees in Lebanon, the IRC is starting a Women’s Protection and Empowerment (WPE) program. The program seeks to provide comprehensive and appropriate support services to vulnerable women and girls among the Syrian refugee populations, including survivors of gender-based violence (GBV), through activiites implemented in various locations in the Northern and Beka’a Governorates. The WPE Risk Mitigation Associate is a key part of the WPE Program, ensuring the identification of risks, and working with the community andother actors to mitigate that risk and create a safer, more protective environment for women and girls.
SCOPE OF WORK:
The WPE Risk Mitigation Associate will facilitate information sessions on rights, available services, and support mechanisms at the Women and Girls Community Centers, and during mobile and outreach activities. The WPE Risk Mitigation Associate will also be responsible for training and supervising a team of refugee-based Outreach Workers to ensure increased information to vulnerable women and girls about services, risks associated with GBV, and risk mitigation activities.
Position objectives:Community members and other stakeholders take action to mitigate identified risks to women and girls.Community members are informed of the rights of women and girls, and available services and support mechanisms.Outreach Workers are trained and supervised to ensure outreach services follow GBV guiding principles.Who this position reports to: WPE Protection Officer
RESPONSIBILITIES:Grant Implementation· Assist the WPE Protection Officer to conduct weekly camp safety audits to identify risks.· Provide direction and supervision to Outreach teams to conduct daily/weekly meetings (home visits, tea sessions, etc) with women and girls who may have limited access to or knowledge of GBV and related services.· Disseminate information materials and activities, in collaboration with the WPE Protection Officer, ensuring messages are appropriate for the community and tested before dissemination.· Mobilize community members to create a protective camp environment and promote women and girls’ safety and dignity.Grant Monitoring & Reporting· Consolidate findings from weekly outreach visits and activities.· Prepare and submit weekly reports to the WPE Protection Officer.Coordination & Representation· Support adherence to GBV referral protocols.· Maintain positive coordination and relationships with partner and other IRC staff.Other· Other duties as assigned by the supervisor to enable and develop IRC programs.Professional Standards· All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRCcountry employment policies.
REQUIREMENTS:· Understanding of gender inequality, and issues surrounding violence against women and girls.· Ability to maintain confidentiality and respect for clients at all times is essential.· Ability to engage with community members in an open manner.· Positive and professional attitude, able to organize, and maintain composure· Ability to work as a member of a team essential.· INGO experience preferred.· Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.· Computer literacy preferred but not required.· Fluency in Arabic required.· Ability to communicate in English and write reports in English strongly preferred.
WORK ENVIRONMENT: Staff will work from a Women and Girls Community Center located in either the Beka’a (Arsaal/Fekha, west/central Beka’a) or Northern Governorate (Halba or Wadi Khaled). Occasional travel between the governorates and the main IRC office in Beirut may occur.
