Job Overview/Summary:
The Senior Health Officer is responsible for the technical support of partners, health facilities and the community health teams. The Senior Health Officer will provide support to program daily activities, training, and follow up processes. The Senior Health Officer will be responsible in collecting the information from the field and providing updates to the program. This post will report directly to the Health Coordinator, however, in the future will be reporting to the Health Manager.
Major Responsibilities:
- Supporting the overall coordination, monitoring and reporting of partners and health facilities activities.
- Supporting the production and dissemination of communication materials and program resources to partnerships; fostering the use of reporting and communications tools.
- Communicate with partners and program stakeholders to provide support and detailed information for the program about facility updates daily. Regular use of traditional communication methods (phone, email, file sharing and paper based exchanges).
- Monitor and clear the referral requests that include imaging and laboratory testing.
- Make sure that all information are gathered, updated and uploaded to the Phenics.
- Coordinate and represent IRC in the regional health sector meetings.
- Liaise with key staff to ensure effective planning and implementation of the program’s activity. Identify, strengthen and promote partnerships, dialogue and exchanges;
- Work closely with the Health Coordinator, and supervise the community health team in the field.
- Provide technical support and supervision to local partners and health awareness team in the supported health facilities.
- Assist in building technical capacity of direct supported facility staff and other partner’s health facilities staff by providing the training remotely or indirectly by coordinating with available trainings in partners venues.
- Assessing and checking the direct and partner facilities which are supported through IRC for their readiness to receive sexual assault survivors and supervise its update on quarterly basis.
- Work with the Health Coordinator and MOPH to create a clear guideline framework for health department to refer to it when managing the supported health facilities.
- Set high quality performance indicators that ensuring adherence to technical standards, best practices, quality improvement plans and donor guidelines.
- Ensure partner staff and facility staff receive proper training and follow up on health protocols and guidelines.
- Create and adapt monitoring tools that assist in tracking of training assessment for direct as well as partners facilities.
- Responsible for ensuring that supported health facilities are properly equipped and receive the appropriate amount of drugs and supply with the support of the Monitoring Officer and pharma officer.
- In coordination with the MHPSS manager, assist in the initiation of mental health activities, and ensure consistent support is planned, including medications and supervision.
- Undertake other tasks as assigned by the IRC supervisor to enable and contribute to IRC’s programming.
- Acting technical CH manager by providing the appropriate trainings based on the capacity building assessment for CHWs and review partners CH reports.

- Position Reports to: Health Coordinator (will be reporting to the Health Manager later during the project)
- Position directly supervises: Community Health Worker
- Position indirectly supervises: Outreach Volunteers and the implementing partner
- Other Internal and/or external contacts:
- Internal: Community Health Team
- External: Partner and Health Facilities focal point
Job Requirements:
- Medical University Degree.
- Minimum of 2 years of relevant experience is required. Previous experience within a position that requires a focus on training, communication, and information management is preferred.
- Within MS Office, must have advanced Excel and Word skills. Must be proficient in PowerPoint and experienced in MS Outlook within a business environment.
- Must have proven abilities in the maintenance of digital records and providing analysis of the records for presentation or reporting purposes.
- NGO experience is preferred.
- Fluency in Arabic and English (written and spoken) are required.
- Ability to multi-task is advantageous to the position. Must have the ability to work within different environments, this includes office and warehouse environments, including busy atmospheres. Self-starting abilities are a must. The flexibility to change tasks quickly, provide documents/records to various personnel and work in multiple environments is preferred.
