Job Overview/Summary:
The ideal candidate for the Senior Officer, ICT for Programs, is a multi-talented technologist who is able to easily move between thinking strategically about program implementation needs and providing hands-on system support. S/he is responsible for the design, development, and roll-out of processes and tools that support program implementation, reporting, and data analytics, ensuring a sustainable transition. S/he will be the primary person responsible for day-to-day management of software tools used by the team, including configuration, maintenance, and tier 1 & 2 support. In this role, s/he will also act as the primary technology liaison to other departments and the regional Technology for Programs team, engaging in regional and cross-stakeholder initiatives as needed. Tools include ODK-based mobile data collection tools; open-sourced software systems; Relational databases; and Information analysis tools
Major Responsibilities:
Technology Implementation and Sustainment:
- Ensure quality end to end solution architecture that meets the requirements of program needs, considering functional software, M&E frameworks, data analysis, context, scalability, and sustainability.
- Authoring ODK Forms, Data Aggregate (ONA projects Administration) and ensure that the forms/ templates are updated for accurate data collection and data tracking.
- Creating and Maintaining Case Management application using Commcare.
- Create Power BI queries/connectors, clean/transform the data channeled from different sources and work on the data modelling.
- Build interactive dashboards and reports (infographics & tabular) based on the teams requirements in close coordination with the M&E.
- Respond to technical incident reports (troubleshooting).
- Optimize the usage of the available resource to handle any ad-hoc need and minimize the need for extra budget (i.e. product license purchase).
- Ensure data is protected by implementing roles and access authorization levels for IRC users, secure data from unsolicited external access and review vendor’s data privacy in terms of compliance with the organization’s policy.
- Develop or ensure delivery of key documentation, including work plans, requirements, workflows, gap analyses, specifications, test plans, training materials, and user guidance.
- Perform or oversee program process analysis, system configuration and quality assurance.
- Rollout trainings for different offices, onboard new staff.
- Maintain and develop the data automation, integration, and analysis process.
- Ensure systems stability and follow up on data integrity.
- Support the resources responsible for ongoing maintenance of systems developed. Communicate with vendor’s support teams.
- Coordinate with the HQs system engineers for server application instances owned by IRC and hosted on Cloud (i.e. Azure) for troubleshooting and/or any action to be taken at the OS or DB level
- Manage OVs referrals – Configure, secure & track Android devices
- Conduct researches for new tools & technologies relevant to the program
- Support the MEAL Managers in conducting robust and in-depth statistical analysis for the data collected from internally led baselines, evaluations, and research studies, using the analysis plan.
GIS Design, Presentation and Maintenance
- Coordinate the acquisition of new spatial data and supervising the integration of these data into Lebanon’s GIS.
- Design, develop, customize, and maintain spatial analyses and information products from the GIS and related reporting software and subsystems.
- Provide cartographic/map design and high quality map production.
- Diagnose and troubleshoot problems experienced with the use of GIS and related software.
- Provide quality control with regard to data capture (data conversion), and the evaluation of data acquired from teams and outside of the organization.
- Be a champion for GIS and Information Management best practices in Lebanon. Coordinate with the Regional GIS and Information Analyst Sr. Manager to develop GIS and information management resources ensuring consistency.
- Work with colleagues in the Regional Team to generate real-time geographic layers specific to Lebanon programming. Update the published layers (services) in GIS server regularly and share the geo-data with the suitable groups within ArcGIS online.
- Work with key internal clients to develop regular GIS/information analysis products to meet their needs by illustrating the scale and impact of Lebanon’s programming. This includes maintaining relevant dashboards/portals as current.
Project Management:
- Gather requirements and manage the project life cycle for any technology system changes or new implementations (Case management, Referrals, Feedback, etc.).
- Hold regular meetings with the teams (iterative planning) to collect input for systems amendment/update.
- Initiate, review, or approve modifications to project plans.
- Identify needs for initial or prospective project resources.
Administration:
- Keep regional staff up to date on work in progress, identified needs, process and procedure enhancements, and innovations.
- Closely coordinate with the national IT team for infrastructure related issues.
- Share knowledge around the region via Communities of Practice, informal mentoring, online discussion forums, etc.
- Identify and attend relevant conferences, workshops, trainings, and internal/external meetings.
- Conduct field visits when necessary.

Position Reports to: T4P Manager
Position directly supervises: The Senior ICT4P Officer will not be line managing any internal staff.

Internal: M&E Coordinator, M&E staff, T4P staff, Program Coordinators/Managers, Information Managers, Data Analysts, other HQ, regional, and country staff.
External: NGOs, donors, partners.
Job Requirements:
- Bachelor’s degree in Information Technology, Statistics, Program Management or related field.
- 3 – 5 years’ experience as a technology project manager, product manager, business analyst, or similar role.
- Familiarity with a variety of line-of-business applications, such as CRM, Relational Databases, Issue Tracking Systems, mobile applications.
- Experience with data collection applications such as ODK or ONA and data analysis tools.
- Experience maintaining custom-built internal applications serving hundreds of users.
- Preferred experience in building Case Management applications on Commcare.
- Preferred experience in GIS development, knowledge of the ESRI ArcGIS or equivalent software suite.
- Experience with databases (SQL Server, PostGresSQL), and SQL queries.
- Experience with data automation tools (Talend, SSIS, etc…).
- Experience with PowerBI, or similar data analysis and business intelligence tools.
- Strong data management skills and the ability to present deliverables to a variety of audiences.
- Excellent communication and coordination skills. Fluency in English (written and spoken) is required.
Preferred Skills:
- Ability to be flexible and creative in solutions thinking.
- Experience working with NGOs or aid organizations.
Work environment:
All work will be conducted in a standard office environment, with occasional field visits.
