BACKGROUND:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and is at work in over 40 countries.
In response to the influx of Syrian refugees in Lebanon, the IRC generates economic opportunities for vulnerable Syrian refugees and host communities, through its Economic Recovery and Development (ERD) Program. The objective of the program is to assist vulnerable households in the most affected areas of the Akkar, Mount Lebanon Tripoli and Wadi Khaled in meeting their essential needs and increasing their self-reliance; this is expected to ultimately lessen the use of negative coping strategies for survival.
Interventions include conditional cash assistance, employability trainings, access to business development opportunities, legal and job counseling, and referrals to vacancies in the market. Additional market assessments and other research are conducted under this program. The main target groups are acutely vulnerable and Lebanese households.
The ERD program will develop synergies with the other programs implemented by the IRC in Lebanon, particularly working closely with the Protection sector to mainstream protection principles into livelihoods approaches and expand program offerings. The ERD program will also seek synergies with Women’s Protection and Empowerment, Child Protection and Education sectors.
Job Overview:
The Skills training Officer will be responsible for supporting the day-to-day organization and execution of skills training activities as outlined in field action plans. The Skills training Officer will act as main point of contact with clients seeking short-term vocational and soft skills training. This position reports to the Livelihood Center Manager of Mkalles center.
Major Responsibilities:
- Organize skills development courses ensuring that all logistical arrangements are conducted and that beneficiaries’ attendance is regular.
- Supervise the delivery of skills development trainings by service providers, based on direction and curriculum developed by IRC.
- Gather information on the local context by targeting communities and employers for the purpose of selecting market-oriented skills development courses.
- Participate in developing and implementing terms of reference and work plans for service providers and review progress at regular intervals. Assist the livelihoods center manager in assessing service providers.
- Participate in the selection of trainers to provide the life skills trainings. Review the curriculum and the needed material.
- Develop and deliver workplace life skills topics to jobseekers and trainees.
- Conduct counseling sessions with potential trainees and ensure that beneficiaries’ selection is in full compliance with IRC procedures.
- Keep track of notes and feedback of counseled clients on the information system used by ERD. Conduct any necessary data cleaning to keep the clients’ list updated and accurate.
- Supervise the regular attendance of trainees and raise any concerns they might have.
- Collect case studies and success stories according to IRC guidelines.
- Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation.
- Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and employers as related to skills development trainings.
- Follow up on trainees’ interests and needs in the post-training phase.
- Create linkages with other ERD programs such as the private sector and the employment support unit.
- Manage referrals with other IRC programs such as WPE, PROL and ECD.

Job Requirements:
Work Experience:
- 2-3 years of experience in a non-governmental organization
- Demonstrated experience and capacity in delivering technical and soft skills training to vulnerable communities
- Good presentation skills
- Previous experience in drafting reports

Education: Bachelor of Arts or Science in Social Science, Economics, Agriculture or related field
Language Skills: Fluency in English and Arabic required
