Supply Chain Manager

Responsibilities: Under the supervision of the Sr. Supply Chain Manager, this position will oversee procurement, fleet and facility contracting and maintenance aspects of supply chain for programs in Lebanon. The Supply Chain Manager will provide technical oversight, management and capacity building for logistics functions in Beirut with frequent travel to field sites. Specific responsibilities include: Compliance Assist in revision and adaptation of in-country Procurement and Fleet Management policies and procedures in compliance with the IRC standards to be finalized by the Sr. Supply Chain Manager and Deputy Director, Operations and approved by Country Director. Ensure that issues of compliance are standardized across all field sites. Procurement Management Responsible for management and update of list of Authorized Suppliers, using IRC’s selection and pre-qualification processes. Responsible for Due Diligence checks (supplier references, site visits, historical data, anti-terrorism compliance) for Authorized Suppliers and Contracted Suppliers. Manage Contracted and Authorized Suppliers in terms of quality, delivery time, value for money, etc. Lead on conducting market surveys in key procurement categories to ensure that IRC is receiving best value for money. Prepare Requests for Proposal/Quotation and manage contract/tender processes. Responsible for all international procurement including coordination of shipment and customs clearance. Supervise all Beirut-based procurement staff to ensure all procurement is carried out in accordance with IRC standard policies and donor regulations. Fairly divide procurement requests between supervised staff. Provide technical supervision for field-based SC staff and delegate purchase requests to field SC staff.    Fleet and Transport Responsible for implementation, revision and adaptation of IRC Lebanon standard vehicle policies and procedures Supervise Supply Chain Officer (Fleet) to ensure vehicle policy is followed and all aspects implemented  Finalize drafted Purchase Orders for vehicle rentals per program and administration departments needs  Facility Management Responsible to follow up on any requests for premises and facilities, identifying potential facilities and manage negotiation and contracting process in Beirut and new sites; refer to Sr. Field Managers for any premises in their respective areas.  Responsible for overall facility enhancements for existing and newly contracted premises in accordance  with IRC requirements. Follow up on lease agreements for timely termination or extension for Beirut and other sites without senior SC staff.      Documentation and Reporting Follow up with relevant units, internal or external on documents and ensure all procurement records are complete and accessible. Monitor procurement records to ensure that each procurement request is fully and clearly documented according to IRC policy. Manage Purchase Request Tracking Sheet (PRTS) and consolidate all Purchase Request Tracking Sheets from field offices to be shared with the Sr. Supply Chain Manager. Analyse PRTS in order to ensure that all procurement is carried out efficiently and in a timely manner. Consolidate and review monthly Vehicle Use Report to be shared with Sr. Supply Chain Manager and other involved parties.  Analyse monthly Vehicle Use Report in order to identify any anomalities in fuel consumption and ensure that all rented vehicles are used efficiently. Training & Outreach Organize Supply Chain trainings for both program and operations staff on a regular basis.  Advise on improving orientation package, and ensure that new staff members are appropriately orientated on procurement policies and procedures and other SC aspects in a timely manner. Regularly visit field sites per field visit schedule to provide support to field-based Supply Chain staff in procurement and fleet management. Staff Supervision Set clear performance objectives for staff supervised, including Procurement, Fleet and Facility Maintenance staff and ensure that they are understood. Review and approve/endorse timesheets of staff supervised on a monthly basis and travel and leave requests when the requests are made. REQUIREMENTS Minimum three years relevant field experience, preferably working in humanitarian or development organisations Ability to write narrative and analytical spread sheet reports. Proven computer literacy in MS-Word, MS-Excel, and related programs required. Ability to plan, prioritize, coordinate and perform multiple tasks simultaneously. Ability to work under pressure and to meet deadlines. Spoken and written fluency in English and Arabic is essential Willingness to put in extra hours as required. Willingness to travel to the field. Systems oriented individual. Good team player. OTHER The position will be based in Beirut, Lebanon.
