Job Overview/Summary:
The T4P Officer will be developing, overseeing and managing Lebanon programs’ online/offline databases. S/he will be leading the utilization of technology in data collection and/or data entry processes. The T4P Officer should create user-friendly visualizations and live dashboards to provide the management with needed updates in real time.
Specific Duties and Responsibilities:
- Perform development or configuration of the different technology solutions that programs use.
- Gather requirements and manage the project life cycle for any technology system changes or new implementations (Case management, Referrals, Feedback, etc.)
- Perform or oversee the testing and training, along with key users (field and office staff).
- Document operating procedures and practices to ensure sustainability.
- Create ODK Forms, Data Aggregate (ONA projects Administration)
- Respond to support needs for a “settling in” period after implementation.
- Perform basic maintenance, troubleshooting, and issue resolution of software/systems and data collection tools to ensure quality of data and reduce failures or data corruption.
- Provide continuous support and administration of users on the Attendance tracking mobile app.
- Identify pain points and issues finding sustainable ways to resolve them.
- With appropriate signoffs, perform small enhancements and adjustments to the technology to respond to staff needs.
- Support the M&E staff with trend analysis.
- Maintain an inventory of the project’s T4P equipment (tablets, mobile phones, …)
- Manage the T4P equipment and tools, including updating of device Operating System Software and proper maintenance of devices.
- Liaise with the T4P Manager and T4P team in HQ on IRC tech initiatives.
- Create live dashboards that provide insights for the management on the progress of the major performance indicators in close coordination with the M&E.
- Conduct analysis, generate user-friendly visualizations and compile user feedback regarding application usability and common issues, propose resolutions and improvements.
- Attend internal and external events or meetings related to T4P and represent IRC in relevant conferences.
Job Requirements:
- Bachelor’s degree in Information Technology, Computer Science, Statistics, Program Management or related field
- Two years’ minimum work experience in international humanitarian or development field with exposure to T4P (Technology for Programs) initiatives.
- Familiarity with a variety of line-of-business applications, such as CRM, Relational Databases, Issue Tracking Systems, mobile applications.
- Experience with data collection applications such as ODK or ONA and data analysis tools
- Experience maintaining custom-built internal applications serving hundreds of users.
- Experience with managing databases (SQL Server, PostGresSQL), and SQL queries; experience building databases preferred.
- Experience with data automation tools (Talend, SSIS, etc…)
- Experience with PowerBI, or similar data analysis and business intelligence tools.
- Working familiarity of data analysis using SPSS, STATA, or R Programming preferred.
- Working familiarity of programming languages such as Python, PERL, Java, Ruby or .Net preferred.
- Strong data management skills and the ability to present deliverables to a variety of audiences.
- Excellent communication and coordination skills. Fluency in English (written and spoken) is required
- Ability to work in a multi-cultural environment and travel as required to project field sites.
- Excellent interpersonal, oral and written communication skills; demonstrated ability to successfully work in a fast-paced environment within and across departments/functions/geographic locations, and develop positive relationships with locally and remote based staff.

- Position Reports to: T4P Manager
- Position directly supervises: The T4P Officer will not be line managing any internal staff.

- Internal: M&E Coordinator, M&E staff, T4P staff, Program Coordinators/Managers, Information Managers, Data Analysts, other HQ, regional, and country staff.

Working Environment: The position is based in Beirut, Lebanon and expected to travel to the field.
