Tailored capacity building and development support

 تنفذ انترنيوز مشروع تعزيز "تعزيز الأصوات المتنوعة في لبنان" لمدة عامين (2021-2022) بتمويل من سفارة هولندا و بالشراكة مع مؤسسة مهارات. في إطار هذا المشروع ، تطلق انترنيوز مبادرة لبناء قدرات ثماني مبادرات أو منصات اعلامية مستقلّة (تجدون النسخة العربية في الأسفل)  

نبذة عن المبادرة:

تبحث انترنيوز عن ثمانية وسائل إعلام مستقلّة بديلة للانضمام إلى رحلة تعليمية هادفة. ستتلقى وسائل الإعلام المتأهلة ما يلي:

• دعم تقني وتنظيمي مخصص مبني على تقييم لقدرات المنصات الاعلامية المتأهلة (مثلّا، يمكن أن انطوي الدعم على تنمية المهارات التحريرية، والتكنولوجيا ، ودعم الأمن الرقمي ، وما إلى ذلك).
• منحة متواضعة لدعم عملهم وتنفيذ خطة تنمية القدرات (التي سيُصار الى تطويرها مع خبير). سيتم تحديد حجم المنحة حسب الاحتياجات والأولويات المحددة، على أن تتراوح بين 4500 و 6000 يورو.

معايير الاختيار:

• هل أنتم وسيلة إعلامية مستقلة أو مبادرة إعلامية غير مستفيدة من أي تمويل سياسي؟ (ض)
• هل أنتم وسيلة إعلامية محلية و / أو مجتمعية و / أو تركز على النوع الاجتماعي؟ (ص)
• هل لديكم حساب نشط على أي من مواقع التواصل الاجتماعي؟ (ض)
• هل لديكم عدد قليل من الموظفين (8 كحد أقصى) ، أو تعملون بشكل أساسي بدعم من المتطوعين؟ (ض)
• هل النساء جزء من إدارة و / أو عمليات التحرير الخاصة بالمنصة؟ (م)
• هل حجم التمويل الذي تعتمد عليه بمنصتك صغير أو متسط الحجم أو هل تعتمدون على تمويل شخصي؟ (ض)
• هل أنتم ملتزمون بسياسات تحرير شاملة وجامعة، تخدم مختلف شرائح المجتمع، لا سيما النساء والأقليات الأخرى؟ (ض)
• هل أنتم مستعدّون للخضوع لتقييم مؤسسي، والمشاركة الفاعلة في إنتاج خطة تنمية لقدراتكم، وحضور الدورات التدريبية المزمع عقدها؟ (ض)

الرحلة:

تبدأ رحلتنا بتقييم الاحتياجات، وتأخذنا الى عالم التخطيط وبناء خارطة طريق لتنمية القدرات، وتقودنا عبر محطّات عديدة من التعلم - بالطبع بناءً على احتياجاتك!

1. تقييم الاحتياجات:

بدايةً، سوف نتوقّف عند سؤال: "ما هو"؟

• ما هو وضعنا الحالي؟
• ما هو الذي نقوم به بفاعلية؟
• ما هو الذي يمكن أن نقوم به بطريقة أفضل؟
• ما هي أولوياتنا وحاجاتنا؟

من أجل طرح كل هذه الأسئلو وغيرها بطريقة ممنهجة وعلمية، سيغطي تقييم القدرات التنظيمية (باللغة الانكليزية: organizational capacity assessment) ثلاثة مستويات مواضيعية وتنظيمية شاملة تم تحديدها بناءً على نتائج وتوصيات دراسة المشهد الإعلامي والمعلوماتي في لبنان التي أجرتها انترنيوز  خلال عام 2021. هذه المستويات هي على الشمل التالي:

• المؤشر المؤسساتي (أمثلة عن الظاسئلة التي يمكن طرحها: ما هو نموذج الحوكمة والإدارة، وما هي الأنظمة المالية وخطط  الاستدامة المالية المجودة؟- طبعًا، ان وُجِدَت).
• مؤشر المعلومات والمعرفة (أمثلة عن الظاسئلة التي يمكن طرحها: ما هو مستوى التعاون الحالي مع منصّات أخرى أو صحفييّن مستقلّين؟ ما هو مستوى القدرات التحريرية الحالية وقدرات الوصول إلى الجمهور؟).
• مؤشر التكنولوجيا والأمن الرقمي (أمثلة عن الظاسئلة التي يمكن طرحها: ما هي معدات تكنولوجيا المعلومات والوسائط الموجودة؟ ما هو مستوى الدعم المتوفّر  وخطط وسياسات الأمن والسلامة الرقمية، فضلاً عن أمن البيانات وإدارة مستخدمي البيانات؟).

ايمانًا منّا بالنهج التشاركي وأهميته، لن ت/يقوم مستشار/ة بالتقييم فقط، بل سوف تقومون بتقييم منصّاتكم كذلك.  

إذا كنت مبادرة إعلامية حديثة النشأة، يهمّنا طمأنتكم بأن التقييم المزمع عقده، سيأخذ في الاعتبار مرحلة نمو المنصّة. بعبارة أخرى ، نعلم أنه قد لا يكون لديكم هيكلَ حوكمة أو أنظمة مالية قيد التطبيق. لا بأس بذلكـ بل على العكس نحن نأمل مساعدتكم ونود أن ندعمكم في تطويرها إذا كنتم ترغبون في ذلك.

2. التخطيط وبناء خارطة الطريق

ثانيًا، سنستكشف معًا "ما يمكن أن يكون". استنادًا لمخرجات تقييم القدرات التنظيمية والمؤسساستية، ستقومون بناء خارطة طريق تنمية قدراتكم وفقًا لحاجاتكم، أولوياتكم، مواردكم وطموحكم، وذلك تحت اشراف ودعم مختصّ.

3. تقديم الدعم

وأخيرًا، ووفقًا لخطط تنمية القدرات المعدّة، سنقوم بتوفير الدعم التقني، المهارتي والتنظيمي اللّازم، مستعينين بخبرات ذوي/ات الاختصاص. من الممكن لهذا الدعم أن يتطرّق الى:

• القدرات المالية.
• الأمن والسلامة التشغيلية (بما في ذلك السلامة الرقمية).
• المحتوى التحريري وصقله ليصبح أكثر شمولية.
• الدعم القانوني.
• التفاعل مع الجمهور.
• تعميم مراعاة المنظور الجنساني والتغطية الشاملة.

الجدول الزمني

ستستغرق كل مرحلة المدّة الزمنية التالية:

1. اختيار المنصات الاعلامية (ستدرس جميع الطلبات المقدمة وستدعو المنصّات المتأهلة الى مقابلة، يُصار بعدها الى اعلان النتائج النهائية): 0.5 شهر

2. تقييم الحاجات: شهر واحد

3. التخطيط وبناء خارطة الطريق: 0.5 شهر

4. تقديم الدعم: 6 أشهر.
   سنعتمد نموذج عمل يجمع بين الإنترنت و / أو العمل الميداني (وفقّا لحالة السلامة والأمن في البلد، وحالات COVID-19 ، وحسب تفضيل المنصات المشاركة).

الأطراف الفاعلة والشريكة

سنبذل قصارى جهدنا لنقدم لكم الخبرات اللازمة للسماح لمنصاتكم بالاستفادة القصوى من هذه التجربة التعلّمية. سيقوم خبير خارجي بقيادة وتسهيل مرحلة تقييم الاحتياجات ةبناء خارطة طريق لبناء وتنمية القدرات. خلال مرحلة تقديم الدعم، سيتأكد الخبراء/الخبيرات الخارجيون/ات المتخصصون/ات في مختلف المجالات (مثل التسويق وتعميم مراعاة المنظور الجنساني والتمويل وما إلى ذلك) من حصولكم على المعرفة والتقنيات والمهارات اللازمة.

The Background:

In Lebanon, Internews is implementing Advancing Diverse Voices in Lebanon a 2-years project (2021-2022) funded by the Embassy of Netherlands in partnership with Maharat Foundation. Under this project, Internews is committed to build the capacity of eight independent media initiatives.

The Deal:

Internews is looking for eight alternative media outlets to join us in an Inspiring Learning Journey. Selected media outlets will receive:

• Tailored thematic and organizational support guided by outlet’s capacity assessment (such as editorial, technology and digital security support, etc.).
• A small grant to support their operations and the implementation of their capacity development plan. The size of the grant will be determined by the identified needs and priorities and will range from 4500 to 6000 euros.

The eligibility criteria:

R: Required | D: Desirable  

• Are you an independent media outlet or media initiative which does not receive political funds? (R)
• Do you have an active online presence? (R)
• Are you a local, community based and/ or gender focused media outlet? (R)
• Do you have a small number of staff (maximum 8), or do you mainly operate with the support of volunteers? (R)
• Are women part of your management and/or editorial processes? (D)
• Do you have small funds or operate with personal funds? (R)
• Are you committed to have an inclusive editorial, that serves female audiences and other minority groups? (R)
• Are you willing to undergo an organizational assessment, actively participate in the production of your outlet’s capacity development plan, and enthusiastically attend trainings? (R)

The journey:

Our journey starts with a needs assessment, passing by a joint capacity development planning, and driving through various learning fields- of course based on your needs!  

1. Assessing the needs:

First, we will tap into What Is:

• what is our current situation?
• What is it that we are doing so good?
• What is it that we can do it better?
• What are my needs and priorities?

In order to structure the various What Is questions, the Organizational Capacity Assessment (OCA) will cover three thematic and organizational cross-cutting indexes identified based on the findings and recommendations of the Media and Information Lanscape Assessment conducted in 2021. These Indexes are:

1. Institutional Index (what is my outlet’s governance and management model, financial systems, business, and financial sustainability?)
2. Information and knowledge index (what is my level of collaboration with media actors? What is my editorial capacity, and audience reach?)
3. Technology and digital security index (what are my IT & media equipment, available IT Support, digital safety and security planning and policies as well as data security and data user management?)

And guess what! An external consultant will not solely do the assessment. YOU will do you own assessment as well! We guarantee you a participatory approach throughout it all! If you are a start-up media initiative reading this call, please rest assured that the assessment we are offering will take your growth stage into account. In other words, we know that you might not have a governance structure or financial systems in place, and that’s ok. Ideally, we would like to support you developing these if you want to.

2. Planning the support:

Second, we will explore What Can Be. Based on the OCA findings, you will draft a capacity development plan which reflects your needs, priorities, aspirations, and resources, under the guidance and mentorship of external expertise.

3. Delivering the support:

Finally, we will Act! Based on the final capacity development plans you have produced, and with the support of experts, we will provide you with capacity building and development you have designed. If you are wondering about what areas we could tackle, check this list out:

1. Financial resilience.
2. Operational security and safety (including digital safety).
3. Inclusive editorial content.
4. Legal support.
5. Audience Inclusion, development, and outreach support.
6. Gender mainstreaming and inclusive reporting.

The Duration

Each Phase will take the following Duration:

1. Selecting the outlets (Internews team will score each application and contact shortlisted outlets for an interview, after which, final selections will be announced): 0.5 month

2. Assessing the needs: 1 month

3. Planning the support: 0.5 month

4. Delivering the support: 6 months

We will adoopt a hybrid working modality (online and/or in person based on the safety and security situation in the country, COVID-19 cases, and the outlets’ preference).

The stakeholders

If you are wondering who will join us, and support us in this journey, then you need to know that we will do our best to bring you the needed expertise to allow you to make the best out of this experience. An external expert will facilitate the needs assessment. Specialized external experts in various fields (such as in marketing, gender mainstreaming, finance, etc.), will make sure that you acquire the needed knowledge, technicalities, and skills.
