Consultancy For Final Evaluation On Methodology - Intersos-Wfp Programme, Bekaa Region, Lebanon

INTERSOS is working since 2013 in the Bekaa region in response to the Syrian crisis, i) bolstering the effective protection for Syrian refugees and vulnerable host communities; ii) supporting Lebanese hosting communities in dealing with the effects of the Syrian crisis and iii) increasing the self-reliance of Syrian refugees and vulnerable Lebanese. With a WFP funded project, INTERSOS intends to contribute towards ensuring food security for vulnerable conflict-affected Syrian refugees in Lebanon. Specifically, targeted beneficiaries will be timely provided with e-cards for food commodities face value of USD 27 per month per individual. Monitoring, information, complaint, outreach, verification and referral mechanisms will be developed and implemented to guarantee quality, effectiveness and fairness of assistance in the served areas. With the present evaluation, INTERSOS plans to assess the project implementation within the past 3 years and measure the impact of the conducted activities on the beneficiaries. The Consultant will be expected to: - evaluate the expected vs. the achieved accomplishments, examine the processes and contextual factors and casualty in order to understand achievements or the lack thereof; - evaluate the relevance, coherence and appropriateness of the project design, and whether this was conducive to deliver the expected results with high standards; - evaluate cost-efficiency of human resources allocation within the project; - evaluate the complementarity of the project with interventions implemented in other sectors (Protection, WaSH, Livelihood) by INTERSOS or by other stakeholders in the same region; - provide inputs on lessons learnt and best practices to be used for new projects proposals that tackle identified needs; - provide inputs on possible sustainable initiatives on the food sector to be conducted in complementarity with activities already ongoing according to INTERSOS expertise and experience in the country. The consultancy will last 21 working days strating from the date of signature of the contract. INTERSOS requests the consultant to have the following profile: - Sound knowledge of the Syrian crisis and its impact on the general and protection environment of the host and refugee community in Lebanon and the broader region - Significant field experience in the evaluation of humanitarian projects; - Experience in evaluating FOOD and cash assistance projects; - Significant experience in coordination, design and implementation of projects. - Experience in the evaluation of WFP programme - Good communications skills and experience of workshop facilitation; - Ability to write clear and useful reports (will be required to produce examples of previous work); - Fluent in English; - Experience working in Lebanon or neighboring countries (Jordan, Iraq, Turkey) affected by the Syrian crisis - Understanding of donor requirements; - Ability to manage the available time and resources and to work to tight deadlines; - Independence from the parties involved. - Deeper protection knowledge is an asset The selection will be done according to the presentation of: - Index - Methodology - Evaluation report from previous service - CV - References Interested candidates should send an email to admin.assistant.bekaa.lebanon@intersos.org to obtain the tender dossier containing: - Tender declaration - Financial Offer - Terms of Reference - Organization and Methodology - Sample of the contract - General conditions - Special conditions - Letter of Request for Proposal - Instruction to tenderedres
