Final Project Evaluation - Improving Protection Assistance against COVID-19 threats in Bekaa and Nabatieh

The evaluation team, consisting of a local or international consultant(s), is expected to employ a methodology, combining qualitative and quantitative data collection tools, designed to capture information relating to the project’s objective(s), management, and performance (including the activities, outputs, and immediate outcomes) in order to address the evaluation questions.

The consultants must possess a multidisciplinary mix of evaluative and programmatic skills, qualifications, and experience.

The evaluation team is expected to deliver the following key deliverables (details are available in the attached ToR): 

  • Inception Report produced by the lead consultant and shared with INTERSOS 5 days after the contract being signed detailing the evaluation team’s intended methodologies, activity Work Plan, team responsibilities, and overall analysis of the desk-based review.
  • Project Evaluation Report with detailed findings and recommendations specific to this project. 

Specific skills and experience sought:

  • Significant demonstrable experience in the evaluation of humanitarian projects, including field-based data collection, analysis, and reporting and experience of conducting desk-based evaluations of emergency response projects within a conflict environment  
  • Extensive knowledge of multi-sectoral interventions in humanitarian contexts, preferably with knowledge specifically on protection, shelter, and cash assistance interventions. 
  • Relevant academic qualifications and training in the related fields. 
  • Significant experience in coordination, design, implementation, and monitoring and evaluation of humanitarian programs.
  • Excellent communications and presentation skills.
  • Ability to write clear and sensible reports (examples of previous work shall be submitted). 
  • Fluency in English and Arabic is essential. 
  • Understanding of Lebanon's humanitarian mechanisms and context is preferable 
  • Ability to manage the available time and resources and to work on tight deadlines 
  • Independence from PRM, INTERSOS, project stakeholders, or other parties involved

  • A document in Word / pdf format outlining the proposed methodology (including whether onsite or remote), the envisaged challenges/risks and proposed mitigation measures, the timeline, the team members and their bio (ie. prior experience in similar work).
  • Previous Experience -Three samples of project evaluation reports produced by the team members.
  • CVs of all evaluation team members.
  • Three Referees for reference check
  • Timeline for the whole evaluation, submission of report and invoice

3- Financial offer

  • An itemized budget in Excel format featuring all costs (with details on type of unit, unit cost, duration (days), total cost) related to the evaluation, such as consultancy fees, translation/interpretation, communication, and transportation. These examples of cost items are not exhaustive. It should be noted that evaluators will not be eligible to use INTERSOS vehicles.
