Job purpose
The Community Mobilizer for the UNHCR South project is responsible for assisting in all community based initiatives of the project, such as awareness raising, working with refugee outreach volunteers (ROVs) and assisting in the establishment of 5 women’s groups in South Lebanon.
For awareness raising activities, the community mobilizer will work closely with the ROV Officer and the Caseworkers of each district to assist in delivering awareness sessions on Child Protection (CP), Sexual and Gender Based Violence (SGBV), Persons with Specific Needs (PwSN) and other protection concerns as identified by UNHCR, INTERSOS and the community. He/she will also be responsible for involving community members and community groups in organizing awareness activities.
A major part of this role will be assisting the ROV Officer in working with the ROVs in each of the 5 districts where INTERSOS has ROVs. The responsibilities are outlined below.
Furthermore, the Community Mobilizer will be a key part in the establishment of 5 women’s groups in the South. This will entail identifying participants in the community, helping to establish a terms of reference for the groups and working with the women’s groups in planning activities.
As part of the protection team, the Community Mobilizer will also be involved in identifying and referring vulnerable cases on the base of the referral pathways adopted by INTERSOS.
General Duties and responsibilities:
- Assist with planning and organizing of awareness sessions in the women’s centers and in the field, especially awareness sessions that are facilitated by the ROVs
- Work closely with the ROV Officer and Caseworkers to plan awareness sessions and schedules
- Work with ROVs and other key community members to promote a participatory approach among the INTERSOS ROVs in order to involve refugees’ representatives in the identification of needs and conducting safe service referrals, and implementation of outreach services, in developing a sense of community and strengthen community support systems
- Support the ROV Officer in monitoring ROV daily activities
- Undertake field visits to provide support on ROVs project activities
- Assist in the establishment of 5 women’s committees in the South
Specific Duties and responsibilities:
Awareness Raising:
- Deliver awareness sessions on CP, SGBV, PwSN and other protection related issues to community members in the women’s centers or in the field
Women’s Groups:
- Create a mapping of existing women’s groups or community protection committees in the South and identify gaps where women’s groups can
- Identify people in the community to be a part of the women’s groups
- Assist the ROV Officer and Project Manager in the creation of the women’s groups
- Develop, in accordance with community members, a terms of reference for women’s groups
ROVs:
- Attend ROV monthly meetings and coordination meetings at UNHCR with ROV Officer
- Support small-scale ROV community projects
Identifying and Referring Cases:
- Assist caseworkers in identifying and referring vulnerable cases on the basis of the referral pathways adopted by INTERSOS; cases will be identified and presented to the Caseworkers through the various activities.
Reporting:
- Provide a weekly summary of community-based activities for the Project Manager.
- Provide any other necessary information for reporting to the Project Manager at his/her request.
Meetings:
- Attend meetings in Tyre INTERSOS Office or in any other location required by the general management.
- Attend ROV meetings at UNHCR
- Attend all ROV monthly meetings in the various districts
- Attend any relevant meetings on women’s groups or community-based projects
Qualifications:
- BA in social sciences/ social work or equivalent relevant working experience
- 1 to 2 years work experience in implementing mobilization activities
- Knowledge of SGBV, PwSN and protection related issues
- Minimum of one year of relevant NGO/INGO experience
- Experience in dealing with volunteers and local authorities
- Ability to work independently while being member of a team and working under pressure
- Ability and willingness to travel to project areas and spend extended periods with communities and volunteers
- Experience in conducting basic administrative tasks
- Good knowledge of English and experience in reporting
- Strong organizational skills
- Strong interpersonal skill and communication skills
- Good knowledge of Microsoft Word and Excel
- Driving license holder
Any change to the proposed activities should be discussed with the INTERSOS officers in Tyre.
