Distribution Monitoring Officer

Based either in West Bekaa or in Rachaya districts with daily movements to the field, the Post Distribution Monitoring Officer (PD MO) will help the Food Security Team to make sure that awareness on the transition from paper vouchers to e-cards will be raised among local authorities and key refugee community members, and shopkeepers will be fully informed about the program implementation and e-card system. Together with the other relevant project staff, the PD MO will help distribute the e-cards, carry on the necessary paper-work at the distribution sites, and provide the beneficiaries with explanation of how to use the e-card. After the e-card distribution, the PD MO will conduct regular shop surveys, and interviews at household level in villages, urban areas and tent settlements to verify demographic and vulnerability data while collecting information and feedback on the food assistance provided, including the e-cards distribution and the food access processes. SPECIFIC DUTIES: • Contribute to the awareness campaign on the e-cards system and ensure that beneficiaries will be informed of date and location of distribution in due time; • Organize the distribution of e-cards: this will include the reception and temporary storage of e-cards, the preparation of beneficiaries lists for the day and relative shifts of distribution, and the identification of distribution centers; • Distribution of e-cards during distribution days and paper work on site to register e-card hand-over to beneficiaries; • Provide the beneficiaries with detailed and correct explanation and demonstration (if possible) of how to use the e-card; • Data Collection: conduct shops surveys and selection of shops willing to introduce and use the e-card system; • Data Collection: perform extensive monitoring visits to shops in order to monitor their performance, accessible food products versus needs, quality and cost of food products, supply chain, stock capacity, distance from refugee-populated areas and accountability versus fraud and corruption; • Data Collection: perform extensive household visits to monitor the type, quality and quantity of the food products redeemed, if food products have been kept or consumed and the effects on the monthly expenditure patterns. Other information will be related to the e-card use and the quality of the shops; • Identify the eligible people in the household and manages the questionnaires; • Ensure that all questions have been asked and that the recorded answers are clear and legible; • Respect the time required for measurements, breaks and meals. • Maintain constant contact with beneficiaries (receive their requests, provide available information, etc.); • Perform all other necessary actions for the functioning and success of the project in order to deliver assistance to the designated beneficiaries; • Respect the total confidentiality of the data collected; • Ensure to never speak about data out of the survey project and security of the records and files; • Follow security measures,LKK • Participate to the daily briefing and debriefing sessions and to the organization of the weekly plan with the teams, under the Team Leader and International Project Manager supervision; • Write reports on demand of the Team Leader and International Project Manager; • Be committed to participate to any other task in order to achieve the project overall objective; Knowledge, Skills and Requirements: • High school or technical school graduate, Bachelor Degree preferable; • Experience with participatory fieldwork, methodologies, monitoring and reporting; • Experience in the field of surveys; • Valid Lebanese driving license; • Knowledge of humanitarian principles and Good knowledge of the region and local languages; • Capability to establish with the persons and families a good and respectful contact in order to ensure the quality of interviews; • Good physical fitness to walk distances if necessary; • Patience, good personal organisation, good communication and ability to work in teams, seriously, rigorously and personal accountability; • Very good Interpersonal and Diplomatic Skills in client/beneficiaries-facing situations; • Initiative, flexibility and willing to learn; • Ability to work under time pressure, independently, and with limited supervision; • Very good IT skills (Android phones, Microsoft Word and Excel); • Good level of numeracy; • Preferably, the candidates should be able to drive his/her own vehicle if necessary.
