INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Job Title : ECA Case Worker/CP

Job Purpose:
The ECA caseworker will be responsible of assessing identified cases in need for Emergency cash assistance to retrieve confiscated ID through the initial assessments conducted by protection monitors and legal team in their outreach activities along with referrals from other agencies. He/she will conduct in depth ECA assessments in order to identify specific needs and will offer counseling on the spot, when applicable. He/she will be responsible of negotiation and mediation with the hospitals and other concerned parties for the best interest of the beneficiaries. The ECA caseworker will be in charge of following up the cases, at the HHs level, until the ECA needs are covered according to the established SOPs. He/She will be responsible of providing ECA for Child Protection cases identified by the CP caseworker and referred for Emergency Cash assistance.
ECA cases to be considered:
- Refugee beneficiaries facing problems with ID confiscation
- Child Protection cases in need of ECA based on CP caseworker request
- Children Patient share at the hospitals
Generic Duties:
- Conduct interviews with beneficiaries in order to assess urgent protection needs;
- Provide information to beneficiaries on Emergency cash assistance and general protection when needed;
- Identify and refer cases in need of other assistances such as: Legal, case management, health among others to INTERSOS Team or externally to other agencies;
- Ensure coordination and synergy with the main service providers in the area of intervention for prompt referral, follow up and information sharing;
- Prepare, fill, archive specific forms for cases profiling, referral and weekly and monthly reporting ensuring confidentiality, accuracy and timeliness;
- Monitor and follow up the outcome of the assistance provided;
- Be available to provide basic protection support for urgent cases;
- Ensure that INTERSOS data protection protocol is respected;
- Be available to participate in meetings and workshop/trainings;
- Accomplish any other task not here listed if necessary, to the project (s) achievement.
Specific Duties:
- Conduct in depth ECA assessments of vulnerable cases, identify the needs and offer counseling on the spot when applicable.
- Negotiate and mediate with hospitals to ensure the best interest of the beneficiaries following the established SoPs.
- Refer internally and externally beneficiaries identified, in need of other services.
- Follow weekly work plans of the visits in the project areas as well as produce weekly, monthly and quarterly reports.
- Conduct monthly monitoring and post distribution monitoring (follow up phone/visits survey) of ECA provided and compile data for monthly and quarterly ECA reports
- Ensure proper documentation and filing of ECA cases
- Ensure that liquidity is available to provide the ECA to the cases within 72 hours of assessment
- Be available for provision of ECA to urgent cases during the weekend when needed
Education:
- University Degree in social work, psychology or international relations and any other related field.
Competencies: (Knowledge, Skills & Abilities)
Professional Competencies:
- Minimum 1 year of experience
- Previous experience in humanitarian work (working with refugees)
- Familiarity with international protection and human rights legal standards
- Familiarity with Emergency Cash Assistance (ECA) SOPs and standards
- Basic Knowledge of civil documentation issues and procedures, legal status and residency renewal process of refugees
- Knowledge on how to communicate with vulnerable population groups such as women, children, youth, elderly, disabled and refugees
- Knowledge and understanding of local communities and customary rules
- Computer/IT literacy (MS Office: Word, Excel, Internet etc.)
- Good understanding of the humanitarian context
- Reporting skills
- Driving License issued more than one year ago
