Emergency Project Manager

INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

INTERSOS identifies with the core values of CONCORD, the European Confederation of NGOs; it adheres to international codes of conduct for humanitarian organizations and the values and principles expressed within those codes. INTERSOS is recognized by the Italian Ministry for Foreign Affairs, the European Commission and the principal UN agencies; it is privileged to hold an advisory status with the United Nations Economic and Social Council (ECOSOC).

INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralized offices.

THIS IS A TENTATIVE VACANCY.

The project, funded by ECHO, is a 5 months emergency project, focused on Protection and Shelter, in response to the Beirut Blast. INTERSOS is part of a consortium led by ACTED and is comprised of Concern Worlwide, Arc en Ciel and LebRelief. The project aims at implementing an integrated protection and shelter response to identified needs, in Beirut, for the most vulnerable populations.

 

General purpose of the position

Under the supervision of the Head of Base and Program Coordinator, the Project Manager will be responsible for ensuring the proper coordination, implementation and communication of the project across all consortium members and teams. The Project Manager will be accountable for the overall achievement of the contractual objectives (timeframe, targets/indicators, and budget) of the projects and for monitoring that the activities are implemented accordingly by the project team and by the LNGO partner. The Project Manager will support with the liaison with the other Consortium partners, with the local NGO sub-granted for a component implementation of the project, the donor and other stakeholders and will facilitate a collaborative partnership throughout the project.

 

Main responsibilities and tasks

Strategic planning and leadership

  • The role will be responsible to present to the Consortium Partners and Donor with key decisions, information and recommendations on strategic, operational and financial matters related to the project implementation.
  • The role will lead on the development and follow-up of a detailed project implementation and monitoring plan.  
  • The role will be responsible for the overall management of the project financial resources.

 

Grant management

  • Lead on the overall programmatic, logistic and financial management of the project, including the identification of risks and obstacles, to ensure donor compliance in terms of project deliverables and eligibility criteria.
  • Lead on the contractual reporting (narrative and financial) in coordination with consortium members.
  • Ensure compliance of logistics and administrative procedures, based on contractual requirements.
  • Ensure the proper financial management and forecast of budget lines across the consortium.
  • Provide regular monitoring of activities, including field visits and regular consortium meetings.
  • Ensure proper filing and archiving of all project related documentation is carried out throughout the project for audit purposes.

 

Internal Coordination

  • Lead on the set up and implementation of efficient implementation and communication mechanisms between consortium team members, including project kick off meeting, regular project review meetings and project close-up meeting.
  • Lead on the set up of systems, TORs, SOPs and tools in place for the project.

 

External Coordination

  • Represent the consortium with the Donor and attend National and Regional Technical Working Groups, UN Agencies and National Authorities meetings. 

 

Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Lead on the elaboration, implementation and revision of an effective MEAL plan and monitoring systems throughout the project, with the support of the MEAL Officer and Head of Base.
  • Lead on the relevance and quality of monitoring reports, analysis and data trends.

 

 

            3. Position requirements

 

Education

Advanced university degree in humanitarian studies, social sciences or equivalent

Professional experience

  • Minimum 5 years with INGOs in Humanitarian assistance
  • Previous experiences at management and/or coordination level in the area of protection in fragile contexts
  • Previous strong experience working with ECHO and/or in a consortium structure
  • Previous experience in the ME region and/or with EU funds (desirable)

 

Professional requirements

  • Strong Project Cycle Management skills and capacity to plan and organize work activities (especially in Emergency contexts)
  • Prior experience in Protection or shelter and Emergency interventions (especially case management, community-based protection, shelter and needs assessment)
  • Understanding of the local political and administrative system
  • Ability to manage human, technical, administrative and financial resources.

Languages

  • Fluency in English, spoken and written;

  • Strong organizational and problem-solving skills with analytic approach
  • Flexibility, team spirit and diplomatic skills
  • Ability to work under pressure, with peaks of heavy workloads, and to manage several tasks at once with tight deadlines.
