Main responsibilities:
- Ensures the socialization of the project manual with the municipalities, including monitoring and reporting tools related to the CFW and public works
- Conduct detailed reassessment of each project prior to the contract signing between municipalities and INTERSOS
- Establish and maintain excellent relationships with the 4 respective municipalities
- Ensures the planning, implementation and monitoring/evaluation of the 5 sub-projects in 4 municipalities in the Bekaa as per targets as included in the project description, in close cooperation and under the supervision of the project manager.
- Deliver quality weekly and monthly project activities progress reporting to the project manager.
More specifically:
Ensure activities implementation:
- Support the project manager in the organisation and conducting of a project kick-off and presentation/sharing of project manual with municipalities.
- Ensure the successful completion of 5 sub-projects: start with a detailed reassessment and planning of each sub-project, including the budget and procurement procedures, with the municipalities
- Ensure the municipalities understand and apply the procedures and requirements described in the CFW project manual which clearly stipulated the operational processes for project management (roles, procedures and decision-making systems, operational processes, working methods) including monitoring and reporting tools related to the CFW and public works, in close collaboration with CFW expert
- Ensure the establishment of 5 specific community based project committees (including max. 2 representatives of the municipality) supervising and managing the day to day management of each project.
- Support the project manager to organise a set of theoretical trainings for the members of the 5 specific project committees
- Verification on the targeting of beneficiaries for CFW
- Public works to be conducted by the municipalities respecting the guidelines included in the manual for the organisations and implementation of the CFW component
- Monitor the payment to workers, with required support documents
- Post distribution monitoring on the cash distribution mechanism applied (weekly payments per cheque)
- Permanent on-job coaching for municipalities
Other:
- Conduct daily, weekly and monthly meetings with the project manager to review the planning and discuss the main concerns to focus on for the upcoming period
- Ensure use of correct/relevant forms for assessments and reporting by the project committees
- Ensure fluent chain of information/data transfer from field to Information Management Unit (IMU)
- Contribute to participatory processes to inform/develop relevant response strategies for conflict mitigation and enhanced social cohesion.
- Undertake continuous announced and unannounced field visits to the 5 sub-project sites to provide technical guidance and supervision to the team and to monitor the progress and quality of the different project activities.
- Ensure monitoring and verification for the targeting of the CFW beneficiaries.
- Ensure good practice and system for internal and external referral of most vulnerable cases, in close coordination and collaboration with the PO responsible for Case Management (CM) in the Bekaa.
Reporting:
- Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.
- Deliver quality project activities reporting.
Coordination and representation:
- Establish and maintain excellent relationships with the 4 respective municipalities.
- Contribute to the coordination between the different project-teams for the projects in the Bekaa (UNHCR, WFP, UNICEF and COOPITA).
- Ensure systematic information and update sharing with the Project Manager
