Human Resources Assistant

Job purpose

 

The HR Assistant works under the supervision of the HR Coordinator and in close collaboration with the Project Managers, Admin and Finance team and Coordination team. He/She is responsible for supporting INTERSOS employees and managers on HR matters and for the implementation of the human resources policies and procedures.

 

 

Main Duties

 

  • Guide and support managers and employees on HR policies and procedures and monitor the implementation of it in line with the Internal Regulations and Lebanese Labor Law.
  • Conduct frequent field visits to handle HR related topics and support the bases with recruitment, performance management, capacity building, disciplinary measures, and other HR matters.
  • In close collaboration with line manager, conduct regular administrative meetings with all staff throughout the mission in order to ensure they are aware of their rights and duties and keep them update on any change in Labor legislation and general employment framework which might affect them (i.e. legal amendments, changes in local practices, new HR policies or procedures, amendments to Internal Regulations, etc.).
  • Conduct interviews and select applicants who meet the specified criteria for the position as per the recruitment process and in close coordination with the line managers.
  • Develop recruitment plans based on organizational needs and select most appropriate recruitment methods to source candidates and create pool of internal and external talents.
  • Liaise with managers in developing and updating job descriptions and competency frameworks, while ensuring consistency and harmonization between bases and departments.
  • Conduct the HR induction for national staff, in consultation and collaboration with Project Managers.
  • Update the organizational chart of the Mission on a monthly basis in consultation with relevant staff (i.e. Head of Mission, Heads of Base, Project Managers, Programme Coordinator, Admin and Finance Manager, etc.).
  • Support in generating the payroll and take part in the budgeting process.
  • Responsible to ensure that all functions and job profiles at Mission level meet with the Mission’s function grid and are aligned with INTERSOS Standard Job Profiles and that national staff remuneration and benefits meet the salary grid, Internal Regulations, and HR policies. Identifies deviations and shares them with management in order to draw an action plan in case corrections are needed/convenient.
  • Support management in detecting training needs through consolidating staff performance results, and follow up on action plans to improve staff capabilities.
  • Follow up on the implementation of the staff performance appraisal system.
  • Plan and conduct internal HR workshops and trainings for national staff according to organizational needs.
  • Ensure a proper recording of HR data and personnel info on automated systems.
  • Prepare and Share statistical HR reports as requested.
  • Liaise with external counterparts on human resources related issues.
  • Coordinate and facilitate visa procedures for international staff.
  • Fulfilling other duties of similar level as needed.

Professional competencies

 

  • Minimum 3 years of relevant work experience in related field.
  • Strong understanding of HR services and Labour Law.
  • Good understanding of the humanitarian context.
  • Proficiency in MS office.
  • Driving License
