Hygiene Promotion Officer

INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

INTERSOS identifies with the core values of CONCORD, the European Confederation of NGOs; it adheres to international codes of conduct for humanitarian organisations and the values and principles expressed within those codes. INTERSOS is recognised by the Italian Ministry for Foreign Affairs, the European Commission and the principal UN agencies; it is privileged to hold an advisory status with the United Nations Economic and Social Council (ECOSOC).

INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.

 

Job Purpose:

The Hygiene Promotion Project Officer is part of the INTERSOS MADAD Project Team, working on project activities, and mainly but not only, focused in the planning, implementation and monitoring of Hygiene Promotion activities, capacity building, awareness and communication campaign, in the framework of INTERSOS Program in South Lebanon funded by EU MADAD. The Hygiene Promotion Project Officer works in close collaboration with team members of the Programme, in coordination and under the supervision of the Deputy Project Manager and the MADAD Programme Manager. He/she contributes to and is part of conducting surveys and assessments, collecting and processing of information, planning and implementing activities, reporting and attending meetings. The Hygiene Promotion Project Officer spends most of his/her time in the field and is in regular and direct contact with beneficiaries, local authorities and other project’s partners.

 

 

Generic Duties:

  1. Under the supervision of the Deputy Project Manager and the Programme Manager, plan, implement, monitor  and supervise all the HP WASH, communication and capacity building project’s activities running in the field;
  2. Perform accurate data collection and needs assessments and report to Deputy Project Manager and Programme Manager;
  3. Control on daily basis the execution of works and services in the field and report to his/her supervisor and the Programme Manager;
  4. Collect, analyse and interpret all technical data concerning the HP and communication activities in the field to prepare weekly logbooks as required by the Deputy Project Manager and the Programme Manager.
  5. Liaise and coordinate all the activities with the other INGO partner of the project, the community representatives, the beneficiaries and other agencies representatives engaged in the HP WASH sector across the project sites;
  6. Prepare and file relevant documents according to procedures
  7. Identify and report on eventual training and technical support needs of HP staff members, local water authorities and other actors in the target areas;
  8. Coordinate and monitor the field staff of the project in the implementation of the Hygiene Promotion and communication programme.
  9. Collect information from Hygiene Promoters and field workers, identify problems and report on WASH needs and concerns in the target areas;
  10. Submit work plan and report over the monitored activities on weekly and monthly base;
  11. Liaise with the INTERSOS community services teams (especially with Protection Monitors) to ensure that needs/gaps/concerns with regards to WASH are reported for in depth needs assessments by the WASH teams;
  12. Participate in sectorial coordination meetings at local level when requested by the Programme Manager;
  13. Participate in workshops and trainings in the field of WASH but not only, in order to broaden the knowledge and  share it with colleagues and beneficiaries;
  14. Suggest new methods and approaches in order to improve the quality of the activities
  15. Perform other related duties upon request to support the project team and the project implementation process;

 

Specific Duties:

  1. Organize and lead on conducting KAP surveys, questionnaires and or assessments as required.
  2. Plan, coordinate, supervise and monitor the hygiene promotion and communication program’s activities
  3. Elaborate the project’s hygiene promotion and communication material
  4. Prepare, on weekly basis, a detailed HP Work-plan to the Wash Manager for his final approval.
  5. Provide technical assistance to the hygiene promoters on Hygiene Promotion and Public Health topics.
  6. Organize and supervise, on weekly basis, the hygiene promoters’ and field workers activities on the field.
  7. Organize and supervise all the items distributions might occur during the implementation of hygiene promotion sessions/events and communication campaign.
  8. Produce weekly/daily progress reports on the HP field activities and beneficiary participation as required
  9. Report on daily basis to the Wash Manager eventually problem or constrains surged on the field.
  10. Liaise with local authorities and community representative to ensure the proper implementation of the Hygiene Promotion programme and the participation of all the concerned people.
  11. Develop monitoring tool to measure the impact of the hygiene promotion activities implemented
  12. Be the focal point for technical related database management.
  13. Ensure project documents are properly filed and kept secure
  14. Participate in field work and respond to beneficiaries’ queries with good knowledge of relevant information.
  15. Ensure respect of security rules and report immediately to the Programme Manager.
  16. Identification and referrals of needs and potential new beneficiaries to the Programme Manager
  17. Participate actively and constructively in team meetings.
  18. Respond to donor requests for special cases which need individual attention and follow their progress.
  19. Support other programme activities if required

 

Generic professional competencies:

  • Minimum of 5 years of relevant work experience of which a  minimum of 4 year of demonstrable competence and experience in management of WASH integrated/community-based context, for international or local development organisations.
  • Demonstrated strong knowledge of Hygiene Promotion in urban context.
  • Demonstrated strong knowledge of SWM topics and awareness experience.
  • Demonstrated strong knowledge Community Based Approach in Wash Operations, especially related to HP activities
  • Familiar with the minimum Wash standards (eg., Sphere, WaSH Sector Standards in Lebanon)
  • Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
  • MS proficiency (Word, Excel, etc..)
  • Excellent Reporting skills
  • Experience in conducting surveys, managing data and statistics is desirable
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
  • Any previous experience with INTERSOS is a plus.
  • Driving license.
