  Job description   All INTERSOS employees and consultants are expected to perform their roles and responsibilities according to INTERSOS chart of values and code of ethics. The job description is mandatory for all position within INTERSOS and shall be signed by employee within the first week of employment.     Job Title        : Lawyer / Legal Consultant Reports to           : Protection Manager/Project Manager (PM) Duty Station       : Beirut and Mount Lebanon Position Type     : Consultancy   Job Purpose: INTERSOS will respond to legal issues identified through outreach activities related to birth registration, legal stay and civil status by providing legal awareness, counseling and assistance. Cases identified and in need of legal representation not related to Child Protection and SGBV will be referred to UNHCR`s legal partners following the legal referral pathway. INTERSOS will coordinate its legal activities with UNHCR’s implementing and operational partners through the legal Sub-Working group. The Legal consultant/Lawyer is responsible for providing legal assistance which includes: legal counselling and advice, support in dealing with legal procedures, mediation between the two parties or parties indirectly involved where needed and legal representation in court in accordance with INTERSOS’ Standard Operation Procedures.   Generic Duties: Conduct basic interviews with cases internally or externally referred in order to assess their legal and urgent protection needs and orient them on the procedures available and the most suitable ones for each case. When necessary and desirable (in line with the best interest of the child and respecting the rights, wishes and dignity of the survivor; provide legal guidance to people who are in need of urgent and legal protection or other legal support, which includes : legal advice, legal representation at court, mediation between the two parts and with the community leaders. Realize risk analysis of cases to be represented in curt to be discussed and validated by the PM and the PROM When necessary undertake follow-up visits to clients. Inform the PM of the individual progressive legal cases conditions on a weekly basis Plan, develop and conduct legal awareness sessions in collaboration with the legal assistant. Attend meetings and workshop/training organized by INTERSOS or external stakeholders Any other task not listed here but necessary to the project and activities. Available to work extra hours and available at the weekend for emergency cases.     Specific Duties: Ensure steer and capacity building for the assistant legal officer ensuring the legal assistant can work independently for conducting interviews, providing basic counselling, delivering legal awareness sessions and support mediations. Ensure developing a legal action plan for each case in collaboration with Case workers Respect deadline for the delivering of weekly and monthly reports and any kind of urgent reporting to the Project manager. Actively participate to the legal working group and share information and protection trends on legal challenges faced by refugees Stay abreast on any legal policy issued by the Government, and disseminate the information accordingly   Project component: Through the implementation of case management services, it has been noted that specialized services - such as psychological support and legal assistance - are not always available for high risk cases. Due to the complex and high caseload - coupled with limited resources of specialized service providers – high risk and complex cases face slow, limited or no follow-up for specialized services, even after being referred from case management agencies, such as INTERSOS: this prevents suitable support and risks deterring them from accessing crucial services. INTERSOS aims at addressing gaps by hiring specialized staff including a lawyer and a legal assistant to provide general counseling services and essential court representation for both GBV and child protection (CP) cases.   Main legal issues to be covered by the legal consultant: -          Family Law (including Family Violence) -          Child Protection Legal Framework (including dispute of custody) Education: University degree in law. Advanced university degree, preferably with the specialization in international human rights law and/or international refugees’ law;   Competencies:  (Knowledge, Skills & Abilities)   Professional Competencies: -      Relevant professional experience, registered at Lebanese bar association and not less than three (3) years (practicing civil law and family law); -      Prior experience in working with or coordinating with other international humanitarian organizations or governmental authorities; -      Prior experience with UNHCR’s persons of concern; -      Familiarity with international protection and human rights legal standards; -      Familiarity and experience with Family Law -      Experience working with GBV survivors is an asset -      Knowledge on how to communicate with children and on advocating for special measures to be taken by judiciary authorities when survivors are children -      Excellent analysis and reporting; -      Computer/IT literacy (OS Windows/Linux, MS Office, Internet etc.); -      Driving License   Behavioural competencies: -                      Excellent communication and organization; -                      Excellent knowledge and understanding of local communities and customary rules; -                      Punctuality and respect for applicable rules and procedures; -                      Strongly objective and impartial reasoning; -                      Ethical and transparent decision-making; -                      Independence, i.e. conducting tasks with minimal supervision, and stress resilience; -                      Self-motivation, goal/result-orientation and team work; -                      Flexibility, tolerance and maturity.   Languages: -                      Excellent command of (written and spoken) Arabic and English;
