Job Purpose:
The Municipality & Community Support Clerk is responsible for providing quality information related to the relation between the Syrian and Lebanese communities, between Syrians and municipalities and through this work, developing a better understanding of the situation for the target communities and contribute to enhancing social cohesion. Furthermore, he/she will work on communicating trends and challenges to INTERSOS. The Municipality & Community Support Clerk will also be answering enquiries and supporting municipalities involved. He/She will work on building and maintaining the relationship between INTERSOS and all relevant municipalities.
Generic Duties:
- Contributes to continuously improve the communication between the municipalities in the area of intervention and INTERSOS.
- Is committed to strengthen INTERSOS’ relationship with refugees, refugee/host community leaders and municipal actors.
- Contributes to continuously improve the quality of the information INTERSOS retrieves from refugees and/or municipalities.
- Supports INTERSOS in coping with challenges in the area of intervention and in analysing the operational context.
- Reports on to the communities (Syrian and Lebanese) about services provided by NGOs and INGOs, and assists beneficiaries in accessing services.
- Understands referral mechanisms and supports in their implementation.
- Contributes to better channel refugees’ issues/challenges through enhanced understanding of existing/applied policies.
- Brings forward identified or reported needs of refugees to relevant authorities and to INTERSOS for coordinated response.
- Reports on major findings in the area of intervention.
- Produces (weekly/monthly) reports as per established formats and upon need/request.
- Provides additional support for INTERSOS’ operations in the assigned area if requested by the Project Manager
- Carries out all requests, assessments and data collections requested by the organization.
- Refers cases, particularly high-risk cases, through formal referral pathways to INTERSOS team, upon having received training on Safe Identification and Referral.
- Communicates to INTERSOS and Communities (Lebanese and Syrian) any memos issued, decision made or directives passed or requests solicited by the concerned municipalities.
- Stays current with distributions and other types of assistances, and liaises with the relevant NGOs or INGOs to get to know the criteria which then will be shared with INTERSOS and the concerned municipalities in order to determine the feasibility of referrals.
- Emphasizes his/her role or function within in the relevant municipalities to ensure proper follow-up of shared new circulars and to communicate this to INTERSOS’ legal and protection monitoring team.
- Visits regularly local authorities (i.e. Moukhtars, mayors) and discusses issues and challenges which then are shared with INTERSOS’ legal and protection monitoring team.
- Liaises with INTERSOS’ legal team to prepare awareness sessions to share new circulars and practices of the relevant municipalities.
Specific Duties:
- Plans and coordinates daily work in accordance with the project work plan of the project and the agreed priorities set by the project manager & ensures the proper implementation of all requested tasks in a timely manner and in compliance with UNHCR’ & INTERSOS’ standards/protocols
- Informs the Project Manager about any issues occurring while operating.
- Supports upon request by management other project activities.
- Contributes to update INTERSOS’ Service Directory.
- Contributes to identify and communicate to Project Manager uncovered needs and gaps within the communities through his/her daily presence in the communities (Syrian and Lebanese).
- Provide relevant input to INTERSOS’ internal reporting.
- Quickly reacts and adapts to changes - of any kind - in the field and the environment INTERSOS is operating
- Informs immediately the senior management about these changes and provide proper and accurate info and answers.
