Duty Station: Beirut – Mount Lebanon with regular field visits to field bases. To allocate at least 60% of time for field visits to Bekaa region.

Job Purpose:
Based in Beirut-Mount Lebanon (BML) base with regular travel to other INTERSOS’s bases, the Partnership, Compliance and Grants Officer will provide support to INTERSOS mission in grant management, to ensure compliance with donors’ requirements and submission of high-quality deliverables. This will also include the identification, development and management of quality partnership with local actors and the production of project communication and visibility deliverables in line with donors and internal requirements. Under the direct and technical supervision of the Grants and Reporting Manager, the technical supervision of the Localization Advisor and of HQ Institutional Communication Officer, and in close collaboration with the Heads of bases, Program Coordinator, and Head of Mission, the main responsibilities and tasks of the Partnership and Compliance Officer will be:
Main Tasks:
Partnership Management
- Lead the mapping of local actors in given areas/sectors, establishing and maintaining Country Partnership Management Matrix.
- Support the pre-selection of local partners and the collection of relevant information. Lead the assessment of pre-selected actors, by organizing and conducting the assessment meetings and consolidating the assessment results, including the vetting process, based on reference checks, community check and counter-terrorism checks.
- Lead the development and signing of partnership agreements and MoUs, in compliance with INTERSOS and donor requirements.
- Lead the development of bilateral capacity strengthening plans and support implementation of all capacity strengthening activities for local partners by involving relevant INTERSOS departments or assisting in the identification of external providers.
- Help ensure partners’ involvement in program design and andensure ongoing communication with partners during implementation.
- Participate in Partnership-related and any other relevant Fora/Working Groups at Country level.
- Engage in work outside of the core job description as needed, including the translation of documents, tools and policies.
Compliance and Grant Management
- Support Go-no-go meetings by collecting relevant information for SMT decision. Support project proposal development, focusing on research, data collection, linguistic revision, text harmonization, consistency check, requirements of the call for proposals and overall donor regulations.
- Support Kick-off and project review meetings by providing relevant information based on project proposal, grant agreement and overall donor requirements.
- Support project modifications and reporting, focusing on linguistic revision and text harmonization, consistency check, templates and overall donor requirements.
- Upload and archive projects documentation on Drive and on INTERSOS Management Platform (IMP), facilitating access of colleagues to documents.
- Support in due diligence and audit process.
- Perform monitoring visits and training related to Compliance and Grant Management and Reporting
- Support coordination and follow up on agreed schedules with other colleagues/departments for timely collection of input during due diligence, audit, proposal development, reporting and project modification. Take minutes of meetings and distribute them to relevant colleagues.
Communication and Visibility
- Act as Mission Communication Focal Point to ensure compliance with grant agreement requirements in this domain, including development of communication plans, reports and production of communication deliverables, in coordination with mission colleagues and HQ Communications Department.
- Support the mission in developing Visibility materials in compliance with donors and INTERSOS branding requirements.
- Work and coordinate with HQ Communication Department on its communication related requests and visits from Italy.
Competencies: (Knowledge, skills and abilities)
Professional Skills:
- At least 4 years of basic work experience in a humanitarian or development setting.
- Basic knowledge of the structure and procedures of international NGOs.
- Previous experience with international NGOs and/or local NGOs.
- Technical knowledge of project cycle management and grant management.
- Experience in reporting to institutional donors in English
- Proficiency in MS (Microsoft Word, Excel, Outlook, etc.).
- Preferred: experience conducting training.
- Driving License issued since more than 2 years.
