INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected.

INTERSOS identifies with the core values of CONCORD, the European Confederation of NGOs; it adheres to international codes of conduct for humanitarian organisations and the values and principles expressed within those codes. INTERSOS is recognised by the Italian Ministry for Foreign Affairs, the European Commission and the principal UN agencies; it is privileged to hold an advisory status with the United Nations Economic and Social Council (ECOSOC).
INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.

 

Job Title      : Project Activity Manager

Reports to         : HoB/Project Manager  

Duty Station       : T5 and Akkar, North Lebanon

Position Type    : Full Time

 

Job Purpose:

In the framework of the projects, the position is aimed at ensuring the proper and effective implementation of all activities planned to achieve the intervention objectives and expected results, including all related administrative and financial aspects, as well as at providing technical support to the North & Akkar base programme.

The Project Activity Manager, under the supervision of the HoB/Project manager, will support the management of the project funded by UNHCR and the implementation of activities, while ensuring proper coordination and synergies with other INTERSOS’s interventions in the North & Akkar and liaising with internal stakeholders. The Project Activity Manager is expected to ensure a correct management and implementation of the project through the use of a participatory approach to identify needs, design, implement and facilitate activities which strengthen community support systems.

 

Generic Duties:

  • Managing the project funded by UNHCR in line with the approved project documents.
  • Supervise the project officers (CMO, Legal officer, ECA officer, Protection monitoring officer and OV officer) along with two psychologists under the support of the HoB/project manager
  • Provide technical support to the supervised staff in close coordination with INTERSOS protection coordinator
  • Preparing and regularly updating the projects activities work plans and related financial plans, ensuring timely and quality implementation in compliance with INTERSOS and donor guidelines.
  • Coordinating with logistic, administration and finance departments to support the procurement of all equipment, supplies, materials and services to implement the project activities, ensuring cost efficiency and accountability in compliance with INTERSOS and donor regulations and procedures.
  • Undertaking field visits to provide technical guidance and supervision as well as to regularly monitoring the progress of activities.
  • Ensuring the synergies of activities with other INTERSOS projects, as well as coordinating with other actors intervening in the same areas.
  • Representing INTERSOS in relevant thematic working groups as well as other coordination and meetings, as needed.
  • Accomplishing any other assignments given by the HoB/Project manager

 

Specific Duties:

  • Elaborating, in coordination with the HoB/project manager a detailed activity planning accordingly to the needs assessed and to the specific outputs of the projects and ensuring the proper update of the activity planning through the implementation of the projects.
  • Supervise the projects’ activities, specifically CP case management, individual psychosocial support, Outreach volunteers programme, legal aid services, protection monitoring and Emergency Cash Assistance (ECA) as well as teams.
  • Monitoring regularly all the projects’ target areas and ensuring the correct implementation of activities according to INTERSOS and Sectors’ standards.
  • Ensuring regular follow up with projects/field teams on any issues and needs identified during the ongoing monitoring of the project.
  • Providing technical and managerial guidance to projects staff to ensure the proper implementation of activities and staff wellbeing.
  • Adhering to INTERSOS procedures and policies (including CP, PSEA, Data Protection and Communication) and ensuring donor compliance
  • Collaborate with external stakeholders present in the region in order to strengthen networking and advocacy on specific topics (ad-hoc).

Working relationships:

  • Establishing and maintaining collaborative relations with representatives from, local municipalities, schools, partners, workers, beneficiaries, and other stakeholders.
  • Contributing to the maintenance of an up-to-date service mapping of the service providers operating in the areas of implementation and take proactive steps to remain informed about the available services.
  • Ensuring proper coordination with other projects staff at INTERSOS

 

Human resources:

  • In coordination with the Human Resources department, carrying out recruitment procedures for the national staff and consultants.
  • Training, coordinating and supervising the national staff and evaluating their performance.

Reporting:

  • Drafting the required reports by the donor and INTERSOS
  • Any change to the proposed activities should be discussed with the INTERSOS team and HoB/Project manager.
  • Drafting and compiling the Project’s Appraisal Tool (PAT) PAT on monthly basis
  • Reporting to the HoB/Project manager any challenges in the implementation
  • Liaising with the MEAL department to ensure proper implementation of the M&E plan through post implementation activities
  • A high degree of flexibility on the part of all staff is expected in order to respond to the ever-evolving situation. This job description might change based on the situation in the field. He/she can be asked required to perform other related duties as identified by his supervisor.

 

Education:

  • University Degree in Business management, Social Work, Gender Studies, Law or related field. Master degree is a plus

 

Competencies: (Knowledge, Skills & Abilities)

Professional Competencies:

  • Minimum 5 years of relevant work experience (of which minimum 3 years in NGO)
  • Knowledge of humanitarian and NGO principles
  • Very good knowledge of the project management cycle and experience in management
  • Experiences in managing teams
  • Deep knowledge of protection activities especially Child protection, legal services, emergency cash programmes, outreach volunteers and protection monitoring
  • Understanding and commitment to GBV, Child Protection and Protection principles
  • Experience of working in a multicultural team environment
  • Experience of working in insecure environments and adhering to security measures
  • Good financial and budgeting understanding
  • MS proficiency (Microsoft Word, Excel, Outlook, etc.)
  • Previous experience working with UN donors or similar donors is a plus
  • Valid Driving License issued since more than 1 year
