Project Manager & Capacity Building Focal Point

  Job description   All INTERSOS employees and consultants are expected to perform their roles and responsibilities according to INTERSOS chart of values and code of ethics. The job description is mandatory for all position within INTERSOS and shall be signed by employee within the first week of employment.     Job Title        : Project Manager & Capacity Building Focal Point Reports to       : Protection Coordinator Duty Station    : Sour, with frequent travels to Nabatiye and other regions as required Position Type   : Full time   Job Purpose: The position is aimed at ensuring two main goals. From one side, the proper and effective implementation of all activities planned in the framework of the Project “Protection of Vulnerable Women and Children from violence and abuse in South and Nabatiye, Lebanon”, in order to achieve the intervention objectives and expected results (50%). From the other, to be responsible for the process of capacity building of INTERSOS staff and local partners, by building a base line, mapping local partners, designing the process and implementing it (50%).   Generic Duties as Project Manager: Managing the project in line with the project documents over a period of six months. Preparing, managing and regularly updating the project activities work plan and related financial plan, ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines. Coordinating with logistic, administration and finance units to procure all equipment, supplies, materials and services required to implement the project activities, ensuring cost efficiency and accountability in compliance with INTERSOS and donor regulations and procedures. Undertaking field visits to provide technical guidance and supervision as well as to regularly monitoring the progress of activities. Ensuring the integration of activities with other INTERSOS projects, as well as coordinating with other actors intervening in the same area. Preparing periodic project narrative and financial reports as well as other ad hoc reports, according to INTERSOS and donor requirements. Contributing to elaborate trends and protection situation analysis. Supporting the development, implementation and evaluation of the Mission strategy and programme. Representing INTERSOS in relevant thematic working groups as well as other coordination and ad hoc meetings, as needed. Coaching of and assisting INTERSOS’ local partners in implementing the PSS Any other duty as requested by the Head of Mission and Protection Coordinator, for the effective implementation of the project   Working relationships and human resources: Establishing and maintaining collaborative relations with representatives from donors, local municipalities, schools, partners, workers, beneficiaries, and other stakeholders. Contributing to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services. In coordination with the Human Resources Unit, carrying out recruitment procedures for the national staff and consultants. Training, coordinating and supervising the national staff and evaluating their performance.   Duties as Capacity Building Focal Point (with the support of the Protection Coordinator):   Identifying capacity building needs with Intersos protection staff, analysing competencies and gaps within protection programs and at national level. Providing training opportunities for national staff, engaging individuals in workshops, meetings and trainings according to the offer available. Coordinating and liaising with other organisations to develop specific learning material, mentoring and coaching tools. Collecting all relevant data on participation to training and update skills databases, reports, and other documentation in a timely manner. Collecting pre and post tests for each training, and evaluate the impact of the trainings delivered internally. Building a base-line about Intersos partnership with local organisations, mapping counterparts and stakeholders and understanding the organisation level of cooperation. Conducting a SWOT analysis and assessment of local partner’s needs and gaps. Designing a capacity-building strategy for local partners, establishing ways for best implementation and being responsible for the whole process.   Coordinating  the delivery of coaching and mentoring sessions with local partner staff and mobilize other Intersos’ team members to provide technical input and expertise Monitoring and evaluating trainings for local partners in technical and organizational development topics, including GBV and CP case management, GBV, CP and PWSN core concepts, community mobilization, reporting. Education:   ü  Advanced degree in law, political science, international relations, social studies or similar area (a first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree); ü  At least five years of professional experience, including in project management in a multicultural environment. ü  Previous experience with NGO or international organization is an asset.   Competencies: (Knowledge, Skills & Abilities)   Professional Competencies:   ü  Knowledge of best practices/approaches for capacity building and training, knowledge of programme management cycle, including monitoring & evaluation tools and reporting on results, in particular as regards project impact and areas of improvement; ü  Experience in delivering training , coaching and mentoring staff/volunteers on technical topics desirable ü  Clear understanding of gender, human rights, and issues surrounding violence against women and girls. ü  Excellent interpersonal and communication skills ü  Strong ability to organize work, meet deadlines, prioritize work under pressure ü  Computer literate in Microsoft Word, Excel, and email   Behavioural competencies:   -          Ability to work both independently and to manage a small team; -          Good communication skills, both written and oral; -          Strong organizational and problem-solving skills with analytic approach; -          Ability to integrate and work well within multicultural teams; -          Ability to achieve results effectively, considering the need for speed, scale and quality; -          Ability to develop and maintain collaborative relationships -          Flexibility to adapt to fluid situations in order to achieve objectives; -          Willingness and commitment to work in the humanitarian sphere   Languages:   -          Mother tongue Arabic; -          Fluency in English.
