Position: PROTECTION OFFICER - National Staff Position
Job site: Office-based Sour (25%) and field-based (75%).

The Protection Officer works under the supervision of the PROTECTION OFFICER INTERNATIONAL and will be responsible to lead and coordinate the implementation of community-level protection activities (SGBV and CPiE) in the South of Lebanon (Saida – Sour – Jezzine – Bint Jbeil Districts), in particular case management (CM), protection monitoring, develop trend analysis, information dissemination and referrals according to UNHCR standards in Protection work.
This position requires strong coordination with the different teams in the four areas of project activities; the PO will ensure through direct coordination and monitoring that timely access to available services is provided to SGBV survivors and children subjected to CP violations, as well as Persons with specific needs (PwSN) according to SGBV and CPiE principles and SOPs as well as UNHCR reference materials and tools.
TASKS/DUTIES
1. Case Management
- Monitor and supervise the process of identification of SGBV, CP and PwSN cases by the caseworkers (CW)
- Supervise the activities related to individual CM for PoC in the intervention location in accordance with all CM steps and related tools and procedures.
- Support and manage a pool of case workers in their daily activities; ensure distribution of tasks within the teams.
- Supervise the correct documentation and compilation of CM forms in accordance with all CM steps and related tools and procedures.
- Ensure that all Level 1 cases are addressed immediately and shared with the direct line manager for possible intervention.
- In collaboration with the line manager, work closely with the other organizations in order to ensure smooth referral and monitoring of required follow-up actions.
- Hold regular CW mentoring and couching sessions based on identified needs and gaps.
- Organize CM meetings with service providers when needed.
- Provide ongoing support to the CW in the 4 districts, ensuring proper and timely information flow, supervision and advice in complex cases.
- Communicate regularly with the CW teams for updates on achievements and challenges.
- Undertake field visits to provide technical guidance and supervision as well as regularly monitoring of the progress of the protection project activities.
- Collaborate closely with the Psychosocial teams (UNICEF-funded project) and closely monitor the psychological counselling service.
- Any other relevant SGBV CP activities as required.
2. Monitoring & Reporting
- Ensure accurate quality reporting on the activities reported under the protection program, in close collaboration with the reporting assistant, feeding into weekly and monthly reporting to be prepared by the Project Manager.
- Contribute to the drafting of internal/external reports (weekly/monthly/and quarterly) according to INTERSOS and donors requirements ensuring that reports are of a high quality and submitted on time.
- Elaborate trends and protection situation analysis on a quarterly basis.
- Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention.
Coordination & Representation
- Develop and maintain effective working relationship with stakeholders including partner agencies, community leaders and service providers in the target areas for prompt referral, follow up and information sharing.
- Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.
- Proactively participate in protection and relevant INTERSOS coordination meeting at the national, regional and district level.
- Liaising with field-offices of humanitarian agencies and coordinate with UNHCR Sub-Office to ensure field concerns and challenges are brought to relevant stakeholders.
- Manage and join field staffs in monitoring protection issues affecting refugees from Syria and Lebanese host population.
- Provide written feedback about protection incidents, issues and aid-related community-conflicts to the UNHCR partner.
- Build the capacity of local actors and key community members (such as the refugee community focal points) on identification and referral of CP and SGBV cases;
Program Development
- Contribute to the development of activities in relation to CM and other protection-related activities.
PROFESSIONA REQUIREMENTS
Education degree and work experience
- Minimum Bachelor Degree in Social work, Counseling, Psychology or other related field.
- At least 2 years of experience in protection and firmly Case Management.
- At least 1 year experience in training and/or building capacity of team members through coaching and mentoring.
- Experience working with refugee population preferred.

- Fluency in Arabic required, ability to communicate and write clearly in English strongly preferred.
