General Duties and responsibilities:
Lead and coordinate the INTERSOS ROVs Program in the South of Lebanon (Sour – Bint Jbeil – Marj Ayoun – Nabatieh – Hasbaya Districts), under the supervision of the INTERSOS Project Manager and in strong coordination with the UNHCR Sub-Office.
Promote a participatory approach among the INTERSOS ROV in order to involve refugees’ representatives in the identification of needs and conducting service referrals, and implementation of outreach services, in developing a sense of community and strengthen community support systems.
Lead the reporting of the INTERSOS ROV program implemented in South Lebanon.
Coordination of the ROVs
.Support and manage a pool of ROVs in their daily activities; ensure distribution of tasks within the teams.
In collaboration with the line manager, work closely with the other organizations in order to ensure smooth coordination.
Organize period meetings with ROVs, at the district and regional level, to supervise activities, provide support, guidance and seek solutions to any issues identified.
Communicate regularly with the ROVs teams for updates on achievements and challenges.
Desseminate information on refugee issues/assistance/services to ROVs, brief them on the information and ensure that it is effectively shared with communities.
Undertake field visits to provide technical guidance and supervision as well as regularly monitoring of the progress of the ROVs project activities.
Any other relevant Coordination activities as required.
Supervision of ROV activites
Plan, Monitor and Supervise the activities of Refugees Outreach Volunteers (ROVs) active in the INTERSOS Protection program in South Lebanon
Supervise and monitor the activities related to identification, follow-up and awareness raising implemented by the ROVs in accordance with the tools and procedures used by INTERSOS
Act as a link between the ROV project and INTERSOS case management activities in the South, coordinate with Caseworkers on referrals and for technical support for ROVs.
Establish and supervise small scale protection activities implemented by ROVs including planning, M&E, design, implementation, financial aspects and reporting for successful delivery.
Monitoring & Reporting
Ensure accurate quality reporting on the ROVs activities, feeding into weekly and monthly reporting to be prepared by the Project Manager.
Contribute to the drafting of internal and external reports (weekly, monthly, and quarterly) according to INTERSOS and donors requirements ensuring that reports are of a high quality and submitted on time.
Transmit protection concerns reported by ROVs to UNHCR and other relevant actors in a timely and accurate manner.
Support in entering data and provide/prepare update to ensure weekly and monthly overview of SGBV, PwSN & CP cases (gender, age, typology, referral, follow-up and cash assistance info to be included) and all cases referred by ROVs.
Ensure the data-entry for the RAIS – Refugee Assistance Information Session and the monthly UNHCR SITREP report.
Provide meeting minutes and data related to ROV participation in meetings/capacity building in a timely manner.
Make sure the accuracy and secrecy of data entered into the case management services.
Assist in ensuring that hardcopy project documents are available in digital document files for documentation purposes;
Support in producing partial information reports originating from the data collection and analysis.
Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices.
Coordination & Representation
Proactively participate in protection and relevant INTERSOS coordination meeting at the national, regional and district level.
Liaise with field-offices of humanitarian agencies and coordinate with UNHCR Sub-Office to ensure field concerns and challenges are brought to relevant stakeholders.
Coordinate with UNHCR, UNHCR partners and other local and international organizations for the development and implementation of the ROV project.
Organize and attend bi-lateral meetings with UNHCR to discuss the progress of the ROV project and flag any concerns.
Facilitate ROV monthly meetings and meetings with other UNHCR partners.
ROV Capacity Development
Promote regular ROVs mentoring and couching sessions based on identified needs and gaps in coordination with UNHCR.
Organize and conduct trainings for ROVs on relevant protection topics.
Coordinate with UNHCR to organize training for ROVs based on identified needs.
Any change to the proposed activities should be discussed with the INTERSOS Office.
A high degree of flexibility on the part of all staff is expected in order to respond to the ever-evolving situation. This job description mat change based on the situation in the field. He/she can be asked required to perform other related duties as identified by his supervisor.
