Senior Protection Monitor

INTERSOS is a non-profit humanitarian aid organisation that works to bring assistance to people in danger, victims of natural disasters and armed conflicts. INTERSOS is an independent association which, through its own humanitarian operators, intervenes to effectively answer the needs of people in serious crises situations, mainly in the world's poorest regions, who are suffering, deprived of rights, dignity and essentials goods. It maintains a flexible operating structure. The head office in Italy coordinates, supports and monitors the planned activities in the countries of intervention carried out by decentralised offices.

 

Job Purpose:

 

Protection Monitor will be responsible for the monitoring, identification and referral of protection issues, concerns and trends in the assigned area of operation. The Protection Monitor will also be responsible for community engagement and empowerment in the assigned area. Responsible of the overall management of the Akkar office.

 

 

Generic Duties:

  1. Monitor, survey and assess the target population in the assigned area at household and community level through household and site visits.
  2. Identify and refer protection issues and concerns and report on protection trends in the area of operation.
  3. Identify and refer vulnerable persons of concern (PoC) for case management support
  4. Work to identify and support community focal points/settlement representatives to join in need assessment, participatory monitoring and follow-up activities;
  5. Design, develop and timely submit weekly work plans of the visits to ITS and privately accommodated in the project areas as well as weekly reports.
  6. Provide necessary reporting inputs for monitoring and evaluation purposes
  7. Ensure all monitoring activities are fully documented, including systematic and timely data collection and contribute to data entry on a regular basis as per the standard monitoring formats.
  8. Liaise and maintain positive relationships between INTERSOS, community’s representatives, local leaders and grassroots organizations in the assigned area and provide them with overall orientation on the project.
  9. Receive and review the weekly/monthly reports of the monitors, and send it finalized to the protection monitoring officer.
  10. Liaise with the monitors to help facilitate the operations ((HHLIs and KIIs)
  11. Produce protection monitoring tool(s), when needed.

 

 

Specific Duties:

 

  1. Manage the Halba office from an administrative, logistic and human resources parts. S/he have to be the link between the aforementioned departments based in Tripoli, and the Akkar team, maintaining constant communication with the responsible of those departments. The project manager will be his supervisor for these tasks.
  2. Different tasks to be fulfilled which will be defined each time with the various departments. Most important: liaise with HR Administrator to endure proper attendance of the Halba office Team; to be responsible of the liquidity provision for the Halba office staff; continuously monitor the office's equipment, heating, plumbing and electrical systems; check electricity meters and generator; make sure that all INTERSOS procedures are followed.
  3. Manage the Halba office administratively under the supervision of the Project manager
  4. Liaise with Line managers to endure proper attendance of the Halba office Team.

     

    Competencies: (Knowledge, Skills & Abilities)

     

    Professional Competencies:

    • Minimum 2 years of Experience
    • Previous experience in protection and humanitarian work
    • Protection background desirable
    • Experience in implementing participatory monitoring, reporting & evaluation and community assessments is desirable.
    • Computer/IT literacy (MS Office, Internet etc.);
    • Driving License
