WaSH Field Officer

Job Purpose:

The WaSH (Water/Sanitation/Hygiene) Field Officer is part of the INTERSOS WaSH-Shelter Team, working on WaSH activities, including but not limited to installation of water tanks and latrines, maintenance of the existing wash facilities, distribution of solid waste garbage bins, implementation of a vector control camping, water trucking and dislodging, implementation of an HP campaign, in the framework of INTERSOS Program in Mount Lebanon funded by UNHCR. The WaSH Field Officer works in close collaboration with team members of the WaSH & Shelter and other departments, under the supervision of the Field Coordinator and Technical Advisor. He/she contributes to and is part of conducting surveys and assessments, collecting and processing of information, implementing activities and reports. The WaSH Field Officer spends most of his/her time in the field and is in regular and direct contact with beneficiaries.

 

 

Generic Duties:

  1. Monitor and report on the project activities and ensure compliance with plans and INTERSOS-UNHCR standards
  2. Suggest new methods and approaches in order to improve the quality of the activities
  3. Collect all the data related to the WaSH Activities in Mount Lebanon and, if required, in other areas of Lebanon;
  4. Prepare and file relevant documents according to procedures
  5. Organize and implement the WaSH activities on the field according to the tasks assigned by the Field Coordinator. 
  6. Report on the running activities in the implementation areas after site visits;

 

 

 

Specific Duties:

 

  1. Organize and lead on conducting technical surveys, questionnaires or assessments as required.
  2. Be the focal point for technical related database management of the assigned area.
  3. Ensure the timely distribution of WaSH relief items to beneficiaries;
  4. Participate in the design of tools to be used by the WaSH team
  5. Coordinate with various Intersos staff at field level on planning and implementing program activities.
  6. Supervise and carry out the implementation of WaSH support activities, including but not limited to distribution and installation of water tanks and latrines, rehabilitation and upgrading of existing WaSH facilities.
  7. Supervise and carry out the implementation of Water Trucking and Dislodging services in the area of intervention
  8. Supervise and carry out the implementation of an hygiene promotion and a  vector control campaign
  9. Inspect on daily basis installation and maintenance activities at each site to ensure adherence to agreed standards and processes
  10. Ensure project documents are properly filed and kept secure
  11. Participate in the field work and respond to beneficiaries’ queries with good knowledge of relevant information.
  12. Explain the INTERSOS assessment and selection process well both to Landlords and beneficiaries who do not fall within the project criteria.
  13. Support shelter activities on the field if required.
  14. Produce weekly/daily progress reports on the field activities, contract status and beneficiary participation as required
  15. Ensure respect of security rules and report immediately to the Field Coordinator and Technical Advisor.
  16. Identification and referrals of needs and potential new beneficiaries to the Field Coordinator
  17. Participate actively and constructively in team meetings.
  18. Respond to donor requests for special cases which need individual attention and follow their progress.
  19. Any other task assigned by the PM or the Field Coordinator

 

Generic professional competencies:

  1. Minimum of 3 years of relevant work experience
  2. Experience in facilitating workshops, designing IEC tools is desirable
  3. Experience in community based approaches to construction
  4. Experience in setting up and implementing HP campaign.
  5. Familiarity with the minimum Wash standards for ISs, SSB, LSB, CSs (eg., Sphere, WaSH Sector Standards in Lebanon)
  6. Strong organizational skills and able to coordinate and manage a diverse array of activities and stakeholders
  7. Good communication and interpersonal skills
  8. Excellent reporting skills
  9. Strong negotiation and mediation skills and ability to work independently
  10. Report writing skills and computer skills in word processing, spreadsheets, CAD, Power point
  11. Experience in conducting surveys, managing data and statistics is desirable
  12. Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus
  13. A previous experience with Intersos is a plus
