Wash Officer

Purpose/objective of the position: The Water & Sanitation Engineer will be responsible for assisting the organization and specifically support the International WASH Specialist with the overall planning and coordination of water, sanitation and hygiene activities in the project sites across Bekaa, in accordance to the allocated resources and timeframe. Responsibilities/duties: 1.         Assist the International WASH specialist in designing, organizing, planning, following up and supervising all the project technical activities regarding WASH; 2.         Under the supervision of the International WASH specialist, liaise and coordinate all the technical activities with the local authorities, the water bureau, the community representatives and other agencies engaged in the WASH sector across the project sites. 3.         Contribute to identify new interventions in the Water & Sanitation sector through regular need assessment; 4.         Participate to sectorial coordination meetings at local and national level when requested by the International WASH specialist; 5.         Under the supervision of the International WASH specialist, organize, manage and supervise the WASH operations; 6.         Under the supervision of the International WASH specialist, negotiate, supervise and coordinate eventual contractors and suppliers of the WASH items; 7.         Supervise and monitor the Hygiene promotion activities in the field; 8.         Collect, analyze and interpret all technical data concerning the WASH activities to prepare reports as required by the International WASH Specialist; 9.         Assist the water quality testing procedure and transportation (bacteriological and chemical quality); 10.        Under the supervision of the International WASH specialist, identify and report on eventual training and technical support needs of local water authorities; 11.        Prepare or adapt sketches and design of civil and hydraulic works for the execution of Wash works, as required by the project and according to the instructions of the International WASH specialist and the guidelines of the humanitarian sector working groups 12.        Prepare or revise bill of quantities and construction plans related to the construction works 13.        In general, prepare or revise the technical documentation in every tender dossier 14.        Report to and discuss with the International WASH specialist any technical issues which may have a direct impact on the general implementation of the project or of the organization’s activities in the area 15.        Develop a certain degree of autonomy in managing issues related to the daily implementation of the activities 16.        Supervise the execution of the WASH works directly and provide technical guidance and expertise to the manpower in charge of the works 17.        Assist - with inputs deriving from the experience developed in present and past projects - the International WASH specialist in the decision-making related to the daily implementation of the WASH project components 18.        Prepare reports on her/his activities as per the PM’s and TC’s requests 19.        Keep herself/himself up-to-date on sector working groups’ and local authorities’ news, reports, recommendations, requirements, etc. 20.        Quickly react to changes - of any kind - in the context in which the project activities are being implemented, inform the senior management about them and contribute to finding proper adjustments 21.        Accomplish any other task not here listed if necessary to the projects achievement.
