Duties and responsibilities
The Emergency Field Coordinator will be responsible to support the planning, implementation, monitoring and evaluation of Islamic Relief’s emergency interventions in Beirut. He/She will lead on project management, ensuring that the activities, objectives and financials are met in accordance with planned commitments and donor requirements; support assessments that will be conducted at the beginning of and throughout the intervention, in addition to the contextualization of tools and materials that respond to identified gaps; and ensure appropriate coordination and communication with partners and local stakeholders.
Dimensions of the Role
Under the guidance and direct supervision of the Programme Manager, the Emergency Field Coordinator will ensure quality management of Islamic Relief’s emergency interventions in Beirut, working closely with Programme Managers, Finance, Operations, MEAL Officer and HR. He/She will also have a direct line with CP and Safeguarding focal points who are responsible for monitoring field activities.
Responsibilities:
- Ensure emergency assessments are executed and from them integrated emergency response plans, implementation and exit strategies are developed.
- Coordinate the development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy.
- With the Programmes Manager, finalize implementation plans for each Emergency project, and oversee weekly and monthly work plans in line with the implementation plan.
- Oversee Emergency budgets, financial reporting and forecasting.
- Monitor budget/expenditure based on the implementation plans; and analyse Budget-versus-Actual reports to assess any discrepancies and ensure timely expenditure.
- Work with logistics/procurement, cash and finance team on regular basis.
- Produce timely reports for internal use on the status of on-going programming; and contribute to donor reporting.
- Maintain ongoing follow-up of the developing humanitarian emergency situation and adjust activities accordingly.
- Ensure that different sectoral activities are implemented in a coordinated and cohesive manner.
- Ensure adequate monitoring, reporting and acquittal of emergency activities within the country, and the timely provision of situation reports and fundraising material.
- Ensure emergency activities are carried out in accordance with Islamic Relief values and Islamic Relief Code of Conduct.
- Conduct performance appraisals of Emergency Response Team staff and ensure regular feedback and mentoring on individual performance.
- Establish and maintain constructive working relationships with other agencies, UN agencies, host government, bilateral and multilateral donors, and other principle stakeholders.
- Represent IRL in meetings with government officials, cluster members, donor representatives, other NGOs, the UN etc. as required.
- Ensure all personnel understand individual and collective responsibilities for safety and security.
- Liaise with the Security Focal Point to ensure compliance with Security Guidelines and their effective application in the local context.
- Coordinate mobilization of financial resources related to emergency activities. Experience in disaster prevention, preparedness and humanitarian response.
- Lead on recruitment, management and motivation of Emergency staff under direct line management, ensuring that they have clear objectives and receive meaningful feedback on their performances.
Human Resources
- Support the recruitment process for relevant staff.
- Coordinate with a team of multi-disciplinary staff including CP and SG.
- Coordinate and/or implement training and briefing for IRL staff, partners, and other key stakeholders on relevant programmatic and administrative areas.
Qualifications
- From 3 to 5 years' experience working for a Humanitarian Agency.
- Experience in management of rapid onset disasters in a conflict or post conflict environment preferably in the MENA region.
- Experience in response and recovery programming.
- Strong coordination skills in programming, resource management and safety and security; Ability to think strategically, but also result-oriented and get things done
- Strong planning, monitoring and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks;
- Very strong analytically and excellent proposal and report writing skills, with close attention to details; Documented experience as a trainer/facilitator on humanitarian issues and staff mentoring;
- Experience of working with institutional donors/fundraisers;
- Fluency in English language (writing/spoken/reading); Fluency in Arabic language (Writing/Spoken/Reading);
- Excellent knowledge of computer application software. Safety and security awareness training.

Strong organizational, interpersonal, communication and persuasion skills.
