Forman

Overall Responsibility

The forman will be in direct contact with the Project Supervisor and the project engineer. The    rehabilitation will include :Building Rehabilitation, Sanitation Rehabilitation, Electricity Installment and outdoor Rehabilitation.

Main Duties and Responsibilities

• Carrying out the day-to-day monitoring in the rehabilitation work.
• Ensure to monitor all the supplier’s activities and ensure his/her presence all the time.
• Assist the Consultant Engineer in providing accurate work plan of the  needed indoor and outdoor construction works
• Assist the Consultant Engineer in the preparation of the needed materials, supplies and tools needed for indoor and outdoor construction works
• Ensure that the rehabilitation work of the community based center are going on time
•  Delivering daily updates, weekly and monthly narrative report to be submitted to the project Consultant Engineer.

Experience / Education/Skills- Essential    

• Minimum 1 - 3 years of relative experience, preferred with international NGOs.
• Strong communication, interpersonal & technical skills.
• To be ready to work overtime and during weekends and readiness to travel.

Monitoring and evaluation

• Regular monitoring of field activities for the successful and smooth implementation of IRL projects.
• Facilitate and coordinate with the Supervisor and enable him/her to reach all documents needed for the project aims

Reporting

• Regularly report to project enginer  about any difficulty met in IRL activities implementation.
• Submitting daily updates, weekly and monthly reports to the project supervisor on the targets achieved and the progress of the project activities agreed upon in the detailed work plans.
• Reports any breaches of neutrality, even if not true, to the project supervisor with a clear analysis and investigation of the breach.
• Prepare and share coordination meeting minutes and provide meeting minutes with the contracted supplier and all staff involved
• Ensure the respect of deadline for submission of reports.

Staff management

• The formen will in direct contact with the contracted supplier and will be supervise their daily work.

Communication and networking

• Works directly in the field with the supplier and stakeholders of the project locations he/she is allocated to.
• Develop and maintain positive and professional relationships with the partner organization, , community leaders, key government officials, civil society groups, NGOs, INGOs, CBOs, etc.

Logistic, Finance and Administration

• Coordinate with the admin, finance and the logistics departments to ensure that the needed means and tools are available for the running of the project.
• Respect and follow IRL and donor policies and procedures, ex; procurement, supplier quoting and stock control...
• Ensure regular liaison and coordination with both the logistic and the finance department following IRL organogram hiracky.
• Ensure the adherence to IRL policies and procedures on annual leave applications, sick leave, other leaves, delays in attending work…
• Ensure regular and punctual follow up of the project’s budget expenditure and forecasts through the AX system all the time.
• Coordinate with the media department and facilitate their work.

Security

• Follow and respect the security policy, guides and instructions.
• Report any security event or incident to the security focal point for any incident that might took place in the working environment all the time.

IRL policies

• Ensures a strict adherence to IRL Child Protection, Media, and security policies at all times.
• Report any branch or misconduct he/she might observe and hear to the programme manager ASAP.
