Country Information Management Officer

A- Information Management Coordination and Collaboration

  1. Works with Country Director and Country MEAL Officer to develop an information management strategy, accounting for current information management needs and gaps;
  2. Develops tools and methods in coordination with the Regional IMO to ensure data quality, in coordination with Country MEAL officer;
  3. Organizes collected data for easy consumption by country officers and programme directors for the purposes of strategic decision-making (I.e., creation of dashboards) in collaboration with the Regional and Country programmes and grants management teams;
  4. Keeps abreast of new technologies and products that could enhance data collection and analysis practices;
  5. Collaborates with Country IT officer to identify needs for data management purposes;
  6. Contributes technical support and data to JRS quarterly, six-month, and annual reports at the country level;
  7. Produces relevant information extracted from the database (I.e., statistical figures, mapping, or pre-filled reports;

 

B- Capacity Building and Development

  1. Contributes to an organizational culture of reflective action based on data; 
  2. Works with data entry staff at the Program level to determine best practices to ensure clean/quality data entry and data security.
  3. Support the MEAL department in designing and maintaining up-to-date MEAL tools (quantitative reports, kobo forms, surveys datasets, and trackers);
  4. Travels to project offices to survey and document existing data collection processes, identifies weaknesses, and develops plans for improvement at the country and project level;
  5. Conducts trainings and workshops on new technologies and methods as appropriate.

 

C- International IMS Work

  1. Coordinates with global and regional IMS teams as the global JRS IMS is developed and rolled out.   
  2. Facilitates and monitors rollout of new information management systems.

 

D- Availability

Undertake any other duties as assigned by the Country Director that are within the ambit of the position.

 

 

Qualifications, Skills, and Personal Attributes

 

  • Compassion and strong commitment for refugees and other displaced people;
  • Bachelor’s degree in IT, computer science, or any other relevant field;
  • Experience in statistics, project management, or related field is preferred;
  • At least 2-3 years of relevant working experience in the area of Information Management, SE, IT or tech related project management;
  • Excellent analytical skills (data and statistics) combined with a proactive, energetic approach to problem-solving;
  • Capacity to take initiatives and bring innovative ideas;
  • Proficiency with Microsoft Office applications (especially Excel), statistical software (SPSS, STATA) and data visualization tools (Power BI, Tableau);
  • Experience with programming languages, data base languages (SQL) and other data analysis tools is a plus;
  • Ability and willingness to frequently travel to JRS project sites throughout Lebanon, and adapt to modest living and working conditions;
  • Fluency with written and spoken English and Arabic is required;
  • Familiarity with other regional languages (I.e.  French) is a plus;

Ability to write and edit reports in English within deadlines.
