Country Information Technology Officer

General Purpose of the Position

The Country IT Officer’s main role is to plan, direct, and coordinate activities in information system and computer software at JRS Lebanon. He/she establishes, maintains, and updates network, analysing workflow, access, information, and security requirement. He/she is as well responsible for maintaining and managing JRS Lebanon Country Office, and Projects' IT network, equipment, backups, and other IT related tasks.

1.IT/IS Responsibilities

  1. Works and supports the projects in their database management (e.g., ERP system, datasheets…), questionnaires, and assessments tools;
  2. Works and supports the projects in online system and e-learning platforms;
  3. Writes a policy for the best practices in computer and IT devices use by staff and students;
  4. Provides the necessary training for JRS staff on IT and computer related skills;
  5. Maintains records of IT equipment and software licenses and manages stocks of IT equipment, consumables, and other supplies;
  6. Responds to breakdowns and network/Internet issues and investigates, diagnoses, and solves computer software and hardware faults;
  7. Ensures repair of equipment and replacing parts (by him/herself or by an external party);
  8. Checks computer equipment for electrical safety;
  9. Plans and undertakes scheduled maintenance upgrades;
  10. Ensures security of data, network access, and backup systems and establishes network specifications/domain controller;
  11. Consults with users and management to assess computing needs and system requirement;
  12. Consults with the Regional Office, International Office, and Countries to reach the best solution for hardware and software;
  1. Ensures that all computers are properly functioning, and each staff member has adequate computer accessories (cable, headset, keyboard charger, mouse…);
  2. Labels all hardware (laptops, screens, mouse, keyboard, USBs, hard disks…) and maintains a fixed asset register;
  3. Takes needed measure to ensure that all Organizational Software is updated;
  4. Reports any missing or damaged assets/inventory;
  5. Maintains a regular report of the status of the organization’s computers;
  6. Trains and ensures that all staff are saving the work files in the respected OneDrive/Teams/SharePoint spaces, as these are the institutional backup spaces;
  7. Installs, maintains, and configures computer hardware, software, systems, networks, servers, switches, AP, printers, and scanners;
  8. Maintains records of software licenses;
  9. Manages JRS Lebanon SharePoint Sites;
  10. Assists the Regional Office in IT/IS needs (setting up a new laptop, fixing any hardware/software issues that regional office staff face…), in coordination with JRS Lebanon Country HR Officer. This should not exceed 2%-3% of the IT Officer’s work time.
  11. Travels a least once a month to each JRS project across Lebanon to provide technical support.

 

 

2. Is Focal Point for IT in JRS Lebanon:

  1. Is focal point for every decision concerning IT system throughout the Country, including purchase of hardware, choice of software, and recruitment of computer facilitators and data entry personnel in the projects;
  2. Acts as the IT Focal point of toward the Regional Office IT Dept;
  3. Coordinates and plans with the projects the IT plans and their implementation;
  4. Oversees and ensures that the related IT policies are well applied across the country;
  5. Oversees the implementation of the IT tools;
  6. Acts as the country focal point for the global tools developed by IO;
  7. Communicates regularly with the Regional Information Management Officer to share any relevant updates

 

3. Procurement Responsibilities:

  1. Ensures proper procurement of any IT devices while following JRS procurement policy and procedure in coordination with the Country Finance Officer;
  2. Suggests ways to obtain improved service, quality, best pricing, and reduced time and administrative cost in the procurement process based on the local circumstances;
  3. Maintains a database of reliable vendors for supplies, services, and goods.

Ensures prompt execution of other tasks that are within the ambit of the position as requested by JRS Lebanon Country Director or their deputy.

 

Qualifications, Skills, and Attributes

  • Compassion and strong commitment for refugees and other displaced people;
  • University Degree (BS) in Computer Science or any other related field;
  • At least 2 years of working experience as IT officer or in any other similar role;
  • Excellent knowledge of technical management, information analysis, and of computer hardware/software systems;
  • Experience with software and database design;
  • Experience with networking and computer hardware;
  • Trustworthy, problem solver, good listener, maintains confidentiality, excellent interpersonal and communication skills, creativity, and flexibility;
  • Strong ability to work independently, organize work, meet deadlines, prioritize work under pressure, coordinate multiple tasks, and maintain attention to detail;
  • Proficiency in Microsoft Office applications, particularly: Word, Excel, Access, Flow, mails, SharePoint (sites), calendar, dynamics….
  • Fluency in written and spoken Arabic;
  • Good knowledge of verbal and written English;
  • Ability and willingness to travel and drive to JRS projects across Lebanon (Beirut, Jbeil, Bar Elias, and Baalbeck) for technical support.
