The Country Procurement & Logistics Assistant is responsible for supporting the day-to-day procurement and logistical needs in the Country Office. This includes following up on purchase requests, identifying suppliers, maintaining procurement documentation, assisting in asset and vehicle management, and providing driving support for country office-related activities. The role requires a strong attention to detail, reliability, and a commitment to upholding JRS policies and procedures, including those related to finance, logistics, and fleet management.
Main Responsibilities of the Position:
1.Procurement and Supply Chain Support:
- Receive, review, and follow up on all purchase requests from the Country Office team.
- Identify and evaluate suppliers to ensure quality goods and services at the most competitive prices.
- Negotiate prices, delivery terms, and payment conditions to achieve best value.
- Prepare and manage all procurement documentation including purchase requests, quotations, purchase orders, delivery notes, and invoices.
- Track and monitor the procurement process from request to delivery, ensuring timely receipt and accurate quality and quantity of goods.
- Maintain a database of reliable suppliers and update vendor files regularly.
- Ensure all procurement activities comply with JRS and donor policies, including documentation, approvals, and audit readiness.
2. Logistics and Asset Management:
- Support the planning and implementation of logistics operations for Country Office activities.
- Monitor and follow up on the condition and maintenance needs of assets, especially vehicles and equipment.
- Coordinate servicing, repair, and maintenance of vehicles; ensure service records, insurance, registration, and fuel logs are up to date.
- Assist in the organization and management of inventory, storage, and delivery of goods.
- Handle petty cash and financial transactions related to logistics and procurement, ensuring proper documentation and compliance with internal procedures.
3. Transportation and Driving Responsibilities
- Provide safe and reliable transportation for staff, visitors, and project materials as required.
- Ensure the assigned vehicle is always in good working condition—conduct routine checks and arrange for timely maintenance.
- Keep accurate vehicle logs, fuel usage records, and maintenance schedules.
- Adhere to local traffic laws, JRS driving policies, and safety protocols while on duty.
- Assist in logistical errands such as delivery and pickup of supplies, payments to vendors, and other transport-related tasks.
- Support Country Office activities through flexible and responsive driving and logistical support.
Qualifications, Skills, and Personal Attributes
- High school diploma required; a university degree in business administration or a related field is a strong asset.
- At least 1 year of experience in procurement.
- Previous experience with NGO is an asset.
- Good knowledge of procurement standards and donor guidelines, with a solid understanding of the Lebanese market and local suppliers.
- Good knowledge of Microsoft Office applications, particularly Excel and Word, along with the ability to use email effectively and conduct internet-based research.
- Excellent Arabic and good English, both oral and written.
- Excellent interpersonal and problem-solving skills.
- Strong ability to work independently, organize work, meet deadlines, and work under pressure.
- Valid driving license and minimum two years of experience driving manual cars.
