FINAL EXTERNAL EVALUATION OF PROJECT 112614 “EMERGENCY SUPPORT SYRIA 2015: FIELD KITCHEN DAMASCUS” IMPLEMENTED BY JESUIT REFUGEE SERVICE MIDDLE EAST AND NORTH AFRICA REGION 1. Background Project 112614 “Emergency Support Syria 2015: Field Kitchen Damascus”, implemented by Jesuit Refugee Service in the Middle East and North Africa region (JRS-MENA) from May 1, 2015 to December 31, 2015, aimed to bring emergency food aid to persons in need in Rural Damascus, in the form of daily cooked meals.  2.  Objectives of the evaluation The external evaluation aims at assessing “project 112614”’s progress towards its objectives. It examines the transformation of outpouts to objectives, assesses progress and seeks to identify lessons learned. The external evaluation generates recommandations that should inform future programming.  3. Limitations Due to the security situation the evaluator will not be able to travel to the field and, due to travel restrictions imposed by the Republic of Lebanon on Syrians, it will not be possible for the team to travel to Lebanon. Therefore, it will not be possible to conduct a traditional evaluation. The evaluator is invited to propose an alternative exercise that is managed remotely and implemented by the organization’s local staff in Syria. The evaluator is expected to provide guidance and support to local staff in Syria all along the evaluation process.  4. Outcomes of the evaluation exercise The main outcomes expected from the evaluation are to measure and assess: Impact: short and medium term impact of the project on the target beneficiaries and their coping mechanisms; Strengths and weaknesses: strengths and weaknesses of the JRS-MENA food distribution procedures; Constraints: constraints encountered during the implementation of the project and effectiveness of the mitigating measures put in place; Lessons learnt: lessons learnt and replication of best practices. 5. Outputs Preparation: 1-   Data collection plan; 2-   Data collection tools; Reporting: 3-   Evaluation report (draft); 4-   Evaluation report (final version).    6. Presentation of the proposal Interested candidates are invited to submit a proposal which includes: Technical proposal: indicating the methodology and detailing the work chronogram. Detailed budget. Curriculum Vitae.  7. Timeframe Proposal: the proposal is submitted by 9:00 a.m. Monday, January 25, 2016; Launching: the external evaluator is selected and the evaluation exercise is launched by Monday, February 1, 2016; Tools (first draft): the 1st draft of the data collection tools is prepared by Friday, February 5, 2016 and submitted to JRS for review and approval; Tools (final version): the tools are discussed, edited and finalized by Friday, February 12, 2016; Implementation: the time allocated for the implementation (data collection) phase will be agreed on with the external evaluator; Evaluation report (first draft): the time allocated for the production of the  first draft of the evaluation report will be agreed on with the external evaluator. The first draft is reviewed by JRS; a meeting is then held to discuss the first draft; Evaluation report (final version): the final version of the evaluation report is submitted by Monday, March 7, 2016. The final payment will be subject to the approval of the report by JRS-MENA.
