Main Responsibilities of the Position
Implementation and supervision of HR activities:
- Develops and implements a coherent human resources policy and procedures for the Country consistent with local law, JRS regional policy, guidelines and current international humanitarian sector standards.
- Reviews all security, health insurance, grievance, disciplinary and other policies and procedures for staff in each local Project Office, ensuring that they are in place or developing them as necessary, consistent with JRS regional policies and international policies.
- Assists Country Director in ensuring compliance with local labour laws and practices.
- Follows up on JRS Jordan staff registration in Social Security.
- Coordinates and follows up with the Office Administrator on any official or legal procedures/processes and matters related to HR.
- Recruitment and Induction process:
- Supports the Country Director in the recruitment of personnel and ensures necessary arrangements as per the recruitment flow chart for any recruitment for JRS projects
- Facilitates the sourcing, recruitment, orientation and monitoring of new staff, as well as leads the exit review process for departing staff.
- Trains relevant staff in each project on:
- Human resources policies and procedures mentioned above and prepares other training material as required.

- Performance Appraisal:
- Ensures that appropriate and adequate performance appraisal and professional development plans are in place and implemented.
- Reviews and, if necessary, amends performance appraisal procedures for use by supervisors.
- Ensures and maintains complete and updated staff files for all projects in Jordan (contracts, CVs, Emergency contact details, Insurance…) as well as keeps/maintains a database of CVs.
- Maintains countrywide payroll and approves monthly salary payments.
- Responds to requests from the Regional Office for information and statistics in human resource matters.
- Supports the staff through regular field visits with proper reporting to the Country Director after the visits.
- Shows individual care for employees and follows up on them.
- Ensures prompt execution of other tasks that are within the ambit of the position as requested by the Country Director.
Qualifications & Competencies
- Compassion and strong commitment for refugees and other displaced people
- Degree or diploma in human resources management, business administration or equivalent.
- At least 2 years of experience as an HR officer.
- Previous experience with NGO is an asset.
- Trustworthy, good listener, creative, flexible, detail oriented and can maintain confidentiality.
- Excellent interpersonal and problem-solving skills.
- Excellent written and oral communication skills in both Arabic and English.
- Computer Literate: Microsoft Excel, Word and PowerPoint.
- Strong ability to work independently, organize work, meet deadlines, delegate work, and work under pressure.
