The Project Director is responsible for the direction of the FVDL Centre and its staff. The responsibilities of this position include the implementation and evaluation of the approved project; developing new initiatives and project proposals; administration of the project’s finances; care for the JRS team, and relations with the local refugee population and with local authorities.
The Project Director reports directly to the Country Director.
Main Responsibilities
1. Management of JRS work at the Centre.
To foster and nourish the vision, mission and identity of JRS at the Centre
To implement all aspects of the project according as approved
To know and understand JRS policies and to implement them in the project with the project team
To analyse the needs of refugees and to suggest new initiatives to the Country Director
To facilitate reflection on and evaluation of the project by the JRS team.
To hold regular meetings with the core team members responsible for the main project activities (School, Home Visits, Community Activities, etc.)
2. Care for personnel
To support team members in their work.
To facilitate team building and regular team meetings
To ensure that all team members have a signed Contract, a Job Description and Code of Conduct. Ensure proper filing and copies to the Country Office
To ensure all team members understand their role and responsibilities as team members.
To implement an annual work performance review with each member
Together with the Country Director, to decide on hiring and termination of staff.
Ensure strict adherence and implementation of JRS Child Protection Policy and Procedures across all Project activities.
3. Administration and Finance
To administer the project’s finances, guaranteeing a proper accounting of all project expenses, ensuring that all financial procedures are followed.
To ensure that project expenses match the approved budget
To ensure that the monthly activity, mid-year and annual reports reach the country Office in a timely fashion.
To work with the Country Director to develop and submit annual budgets
4. Procurement and Logistics
To supervise and support the Administrator and the Accountant in Procurement, (ensure best possible prices are obtained), logistics, repairs, stocks.
To ensure the updating of Fixed Assets Lists and the Project Inventory.
To ensure that proper procedures are followed in this area
5. Hosting & Hospitality
Ensure a prompt and warm welcome to all at the Centre, especially the people we serve.
Arrange logistics for meetings or hosting of refugees.
6. Communications and Representation
To communicate and meet regularly with the Country Director, reporting on all major issues and developments in the Centre
To serve as JRS liaison with the local civil religious authorities, local organizations and to represent JRS at meetings of NGO’s, government and other authorities as requested
Where helpful and necessary, to intervene with the appropriate organisms and to advocate on behalf of refugees.
To integrate advocacy work into the project
MINIMUM QUALIFICATIONS:
University Degree in Social Sciences, Humanitarian Affairs, Business Administration or a related field preferable.
Proven managerial experience
Experience in managing budget
Experience working in a humanitarian organization or in a humanitarian context would be an asset.
Excellent Knowledge of English and Arabic both written and spoken is required.
Excellent skills in Microsoft Office (Word, Excel, PowerPoint)
Knowledge of/ or experience in field-based data collection
Ability to write and edit reports under deadlines
Ability to quickly prioritize activities to meet the demands of the programme in a rapidly changing context
Good interpersonal and facilitation skills with the ability to lead teams to reach consensus on complex and/or divisive issues
Capacity to delegate and to supervise the work of a multidisciplinary team
Ability to work in multicultural environment
Ability to perform under pressure
Ability to work independently with limited supervision and support, and respecting deadlines
Motivated, hard working, and very reliable
Ability to travel regularly by road to a location if necessary.
