Role: The Project Director is responsible of the direction of a local JRS project and its staff. The responsibilities of this position include implementation and evaluation of the approved proposal; administration of the project finances; developing new initiatives and project proposals and care for the JRS team and its relations with the local refugee population and with local authorities. The Project Director reports directly to the Country Director.
Responsibilities
Direction of the work of JRS at the field level
To safeguard the vision, identity and unity of JRS at the project level.
To know and understand well JRS policies and to implement them at the project level.
To implement the project according to the approved Project Proposal.
To submit to Country Office the required reports.
To monitor and evaluate the Project progression.
To submit suggestions to Country Office in order to improve the project he/she is in charge.
To facilitate reflection on and evaluation of the project by JRS team.
Care for personnel
To support team members in their work.
To facilitate regular team meetings.
To make sure that each team member has a signed contract and Code of Conduct.
To ensure that contract and Code of Conduct are discussed with each team member so that they understand their role and responsibilities as JRS team member.
To develop and implement an annual performance evaluation with each team member.
Together with the Country Director to make decisions regarding the hiring and termination of staff.
Administration and finance
With the JRS accountant’s assistance, to administer to project’s finances, guaranteeing a proper accounting of all project expenses.
To work with the Country Director to develop and submit the annual budgets to JRS.
To ensure that the project expenses always match the approved budget.
To ensure that the monthly activity report reaches the Country Office in a timely fashion.
Procurement and logistics
To ensure that materials and equipment needed for the project are obtained at the best possible price.
To monitor and regulate use of materials and equipment.
To arrange that equipment is repaired when necessary.
Communication
To communicate regularly with the Country Director, reporting on all major issues and developments in the field and within the team.
To meet with the Country Director on a regular basis.
Together with the project team members, to write the six-month and annual project reports.
Representation of JRS
To serve as the JRS liaison with the local Church, local stakeholders and local government at the field level.
To represent JRS at meetings of NGOs, UNHCR and the government, as requested by the Country Director.
Advocacy
In conjunction with the Regional Director and the Regional Advocacy Officer, to inform key JRS advocacy offices (Rome, Geneva, Brussels and USA) about significant advocacy needs, sharing with relevant information from the field projects.
MINIMUM QUALIFICATIONS:
University Degree in Social Sciences, Humanitarian Affairs, Business Administration or a related field preferable.
Proven managerial experience
Experience in managing budget
Experience working in a humanitarian organization or in a humanitarian context would be an asset.
Excellent Knowledge of English and Arabic both written and spoken is required.
Excellent skills in Microsoft Office (Word, Excel, PowerPoint)
Knowledge of/ or experience in field-based data collection
Ability to write and edit reports under deadlines
Ability to quickly prioritize activities to meet the demands of the programme in a rapidly changing context
Good interpersonal and facilitation skills with the ability to lead teams to reach consensus on complex and/or divisive issues
Capacity to delegate and to supervise the work of a multidisciplinary team
Ability to work in multicultural environment
Ability to perform under pressure
Ability to work independently with limited supervision and support, and respecting deadlines
Motivated, hard working, and very reliable
Ability to travel regularly by road to a location if necessary.
