Project Director

The Project Director is responsible for the direction of a local JRS project and its staff. The responsibilities of this position include developing new initiatives and project proposals; implementation and evaluation of the approved proposal; administration of the project finances; and care for the JRS team; relations with the local refugee population and with local authorities. The Project Director reports directly to the Country Director. MAIN RESPONSIBILITIES Direction of the work of JRS at the field level a) Implement the project according to the approved Project Proposal. b) Monitor and evaluate the Project progress. c) Facilitate reflection on and evaluation of the project by JRS team. d) Safeguard the vision, identity and unity of JRS at the project level. e) Know and understand well JRS policies and to implement them at the project level. f) Submit to Country Office the required reports on the 25th of each month. g) Submit new initiatives based on regular “need assessment”   Care for personnel a) Support team members in their work. b) Facilitate regular team meetings. c) Together with the Country Director, make decisions regarding the hiring and termination of staff. d) Make sure that each team member has a signed contract and Code of Conduct. e) Ensure that contract and Code of Conduct are discussed with each team member so that they understand their role and responsibilities as JRS team member. g) Develop and implement an annual performance evaluation with each team member.   Administration and finance a) With the JRS accountant’s assistance, to administer to project’s finances, guaranteeing a proper accounting of all project expenses. b) Ensure that the project expenses always match the approved budget. c) Work with the Country Director to develop and submit the annual budgets to JRS d) Ensure that the monthly activity report reaches the Country Office in a timely fashion   Procurement and logistics a) Ensure that materials and equipment needed for the project are obtained at the best possible price. b) Monitor and regulate use of materials and equipment. c) Arrange that equipment is repaired when necessary.   Communication a) Communicate and meet regularly with the Country Director, to report on all major issues and developments in the field and within the team. b) Together with the project team members, to write the six-month and annual project reports.   Advocacy a) Where helpful and necessary, to intervene with local authorities on behalf of refugees. b) Animate and support local authorities and church structures in addressing issues involving refugees and other forcibly displaced persons. c) Establish a comprehensive referral system to facilitate to IDPs access to appropriate services delivered by other NGO or Agencies. QUALIFICATIONS: Proven managerial experience Experience in managing budget Experience working in a humanitarian organization or in a humanitarian context would be an asset. Good Knowledge of English and Arabic both written and spoken is required. Excellent skills in Microsoft Office (Word, Excel, PowerPoint) Ability to quickly prioritize activities to meet the demands of the programme in a rapidly changing context Good interpersonal and facilitation skills with the ability to lead teams to reach consensus on complex and/or divisive issues Capacity to delegate and to supervise the work of a multidisciplinary team Ability to work in multicultural environment Ability to perform under pressure Ability to work independently with limited supervision and support, and respecting deadline Previous work experience in Iraq or the region is preferred
