Project Manager - Baalbek

Main Responsibilities of the Position

1. Project Management & Implementation

  • Provide strategic leadership and day-to-day oversight of all project operations at the field level, ensuring that activities are implemented effectively, efficiently, and in alignment with JRS’s mission and the approved project proposal.
  • Translate project goals and objectives into actionable work plans with clear timelines, roles, and responsibilities for team members.
  • Oversee the development of monthly, quarterly, and annual implementation plans, ensuring that project milestones and deliverables are achieved on time and within scope.
  • Monitor project progress against set indicators and targets, identifying risks and obstacles early and implementing appropriate mitigation strategies in coordination with the Country Office.
  • Ensure the integration of cross-cutting themes such as protection, gender, accountability, and sustainability into project activities.
  • Foster a learning environment within the team by encouraging feedback, lessons learned, and innovation. Lead regular internal project reviews to assess progress, improve performance, and adjust activities where necessary.
  • Maintain strong documentation of project activities and outcomes to support internal learning and external reporting.
  • Build and maintain effective relationships with beneficiaries to ensure their meaningful participation and feedback in the project cycle, enhancing relevance, accountability, and impact.
  • Work in close collaboration with relevant departments (e.g., M&E, logistics, HR, finance) to ensure all aspects of the project are supported and aligned with organizational standards and policies.
  • Serve as the key focal point at the field level for project-related issues, providing strategic input to the Country Director and advocating for the project’s needs and priorities.

2. Team Leadership & Human Resource Management

  • Provide leadership and day-to-day supervision of the project team, ensuring clarity of roles, effective collaboration, and alignment with JRS values.
  • Support staff in their responsibilities through regular communication, coaching, and feedback to enhance individual and team performance.
  • Organize regular team meetings to promote coordination, share updates, and address challenges collectively.
  • Conduct annual performance evaluations and support staff development through mentorship or relevant training opportunities.
  • Collaborate with the Country Director on staffing decisions, including recruitment, onboarding, contract renewals, and terminations, in line with HR policies.
  • Foster a respectful, inclusive, and supportive team environment that prioritizes staff well-being and open communication.

3. Finance & Administration

  • Oversee the financial management of the project in coordination with the project Accounting Assistant, ensuring accurate, transparent, and timely recording of all financial transactions.
  • Ensure that project expenditures are in line with the approved budget and donor requirements, and that any variances are properly justified and reported.
  • Collaborate with the Country Director and finance team to develop, review, and revise annual project budgets based on operational needs and funding availability.
  • Monitor financial reports regularly to track spending, identify potential issues, and take corrective actions where needed.
  • Ensure compliance with JRS financial policies, procedures, and internal controls at the field level.
  • Support timely submission of monthly financial and activity reports to the Country Office, ensuring data quality and completeness, and maintain proper documentation of financial records in line with audit requirements and organizational standards.

4. Procurement & Logistics

  • Oversee the procurement of goods and services in accordance with JRS policies and donor guidelines, ensuring transparency, cost-effectiveness, and timely delivery.
  • Ensure all purchases are properly documented and justified, with clear specifications and quotations from approved suppliers when required.
  • Monitor the use, storage, and distribution of project materials and equipment to ensure accountability and prevent misuse or loss.
  • Maintain accurate inventory records and conduct periodic stock checks.
  • Coordinate with logistics staff to ensure the efficient transport and delivery of goods and materials to project sites.
  • Arrange for maintenance and repair of equipment as needed to ensure continued functionality and safety.
  • Identify procurement needs in advance to avoid delays in project implementation and support smooth operations at the field level.

5. Communication & Reporting

  • Maintain regular, open, and transparent communication with the Country Director and the Country Leadership Team, providing updates on project progress, challenges, risks, and key developments in the field.
  • Ensure timely submission of accurate and well-structured monthly, bi-annual, and annual project reports, developed in collaboration with the project team.
  • Coordinate closely with relevant departments to ensure that data collected from the field is reliable, up-to-date, and effectively used for reporting and decision-making.
  • Communicate relevant project achievements, issues, and needs to internal stakeholders to support strategic planning and donor engagement.
  • Promote a culture of accountability and learning by sharing key lessons, success stories, and challenges with the wider JRS network as appropriate.
  • Ensure all reporting complies with JRS standards and donor requirements, maintain consistency, accuracy, and integrity of information.

6. Representation & Coordination

  • Represent JRS at local coordination meetings, including those with NGOs, UN agencies, and government bodies.
  • Act as the main liaison between JRS and the local Church, civil society actors, and community leaders.

7-Advocacy

  • Identify key protection and policy issues impacting forcibly displaced people in the project area.
  • Support the JRS advocacy strategy by sharing field insights with the Country Office.

Qualifications, Skills, and Attributes

  • Bachelor’s degree in Social Sciences, Humanitarian Affairs, Business Administration, or a related field.
  • Minimum of 5+ years of project management experience, preferably in the humanitarian sector, with a strong understanding of donor-funded programs.
  • Proven experience in budget management and financial oversight.
  • Familiarity with field-based data collection and reporting.
  • Strong command of English and Arabic, both written and spoken.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint).
  • Excellent organizational, interpersonal, and problem-solving skills.
  • Ability to work effectively under pressure and in a multicultural team environment.
  • Experience with staff supervision and performance management.
