Background
Under the overall guidance of JRS-MENA Regional Director and direct supervision of the Regional Programmes Officers, the Monitoring and Evaluation (M&E) Officer will be responsible for the monitoring of JRS-MENA existing and anticipated projects.
The M&E Officer is responsible for designing, developing and maintaining a comprehensive M&E system and database that is in compliance with JRS standards, project contracts and donor expectations. The M&E Officer will ensure high quality and timely inputs and that the project activities result in the achievement of their intended outputs in a cost effective and timely manner.
The M&E Officer will work in close collaboration with JRS-MENA Country Offices (COs).
Duties and Responsibilities
The Monitoring and Evaluation Officer will have the following duties and responsibilities:
Conduct capacity assessment on existing M&E systems and develop a tailored JRS MENA M&E system;
Develop a quality assurance system for data collection and management;
Analyse and interpret qualitative and quantitative data and monitor all project activities and progress towards achieving project outputs;
Develop monitoring and impact indicators for project success;
Monitor and evaluate overall progress on achievement of results;
Monitor the sustainability of project results;
Provide feedback to the Programmes Officers on project strategies and activities;
Suggest strategies to the Programmes Officers for improving project efficiency and effectiveness by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
Report on activities, accomplishments and results for donor deliverables;
Provide guidance and training, as needed, to project staff and partners related to integration of M&E into activity design and implementation;
Assist Programmes Officers in the preparation of reports on the findings and lessons learned from project innovations;
Prepare project Risk Log;
Perform other duties as required;

Required Skills and Experience
Education:
University Degree preferably in Statistics/Economics, social science, or other related field.
Experience:
At least 2 years of experience in the design and implementation of M&E in donor-funded development projects implemented by national/international NGOs/UN bodies/ Government;
Experience in designing tools and strategies for data collection, analysis and production of reports;
Knowledge of and experience with quantitative and qualitative research tools and methods used for performance monitoring, as well as impact evaluations
Proven Information and Communication Technology (ICT skills), especially in the development of databases;
Expertise in analysing data using statistical methods;
Strong training & facilitation skills.
Language Requirements:
Fluency in written and spoken English;
Knowledge of Arabic is an asset.
