General Purpose of the Position
The main objective of the position is to ensure accountability and efficiency for the projects in the Region. The Regional M&E Officer will be responsible of supporting the Countries in analysing needs, sharing progress, impacts, and successes of activities and evaluating performances of programmes carried out. S/he will train and provide technical field support to the Country staff, including implementing assessments and evaluation (design and roll out of data collection tools, staff training, data analysis and production of reports). S/he will as well help identify necessary changes and opportunities, in close relation with the Programmes team and in compliance with donors’ and grants’ requirements. The Regional M&E Officer will also oversee the successful implementation of the M&E plans throughout the programme cycle. S/he will finalize reports and contribute to proposals in collaboration with the Programme officers.

Main Responsibilities of the Position
1. Implementation and supervision of M&E activities
- Ensure a harmonized M&E approach across the region; M&E tools, procedures and guidelines that adhere to International Guidelines and to International Office (IO) guidelines.
- Ensure and support implementation of Accountability systems (complaint mechanisms, Donor feedback survey…).
- Support the Country M&E Officers:
- in the preparation of the M&E Plan for on-going projects and new projects, including timeframe of activities, project information needs (data flow map), data collection methodology tools to be used and expected delivery.
- in developing and strengthening monitoring and evaluation tools and procedures to ensure quality tracking of project output and outcomes, including tools to assess impact of activities and beneficiary satisfaction.
- in monitoring the implementation of on-going and new projects and assuring their adherence to the agreed processes and procedures (data on programme beneficiaries, processes, progress and performance are effectively collected, entered, analysed and documented, in a way to inform timely decision making and the adoption of sound corrective measures).
- in developing baseline, mid-term and end-line assessment tools including data collection instruments (e.g. survey questionnaires, focus group discussions, and key informant interviews), and analysis plans; in supporting all project teams in conducting monitoring and evaluation assessment and baselines; ensuring that regular surveys are conducted to have an overview of the humanitarian context evolution and vulnerability of the populations affected.
- Encourage learning based on best practices, lessons and feedback captured from beneficiaries to guide the design and implementation of JRS projects.
- Coordinate data collection at the regional level such as unique beneficiaries, protection issues, etc.
- Hold quarterly meetings with Regional Office staff to discuss and review M&E needs.
- In collaboration with the Country M&E Officers, the Project Directors, and the Regional Programmes Officers, revise in depth the M&E plan of 4 projects per year (one per country).
- Coordinate two internal evaluations of JRS projects per year across the Region.
2. Proposal and report writing process
- Support the Country M&E Officers to ensure that the reports are accurate, with appropriate data to measure the indicators and the quality of JRS’s intervention.
- Respond to queries on number of beneficiaries reached and other quantitative indicators; act as focal point for Activity Info on Regional level.
- In collaboration with the Regional Programme Officers (RPOs), contribute to the project proposal writing process, especially checking indicators, and monitoring plans, and validating them with the Country M&E Officer.
- In collaboration with the RPOs, contribute to the reporting process, especially checking the indicators progress in the donor templates.
3.M&E training
- Ensure technical capacity building of the M&E staff throughout the MENA Region.
- Ensure prompt execution of other tasks that are within the ambit of the position and as requested by the Regional Director.
Qualifications & Skills
- Compassion and strong commitment for refugees and other displaced people.
- Bachelor’s degree in economics, statistics, sociology, mathematics, or any other related field.
- At least 3 years of relevant working experience in the area of M&E and/or working in humanitarian field.
- Deep understanding of project details.
- Experience in developing assessment tools (e.g. questionnaires, focus group discussions).
- Experience and knowledge in developing and managing databases.
- Fluency in English is required, written and oral.
- Ability to write clear and well-argued reports.
- Strong knowledge of Office 365 pack.
- Proficiency in the use of statistical methods; strong experience in data analysis.
- Strong ability to work independently, organize work, meet deadlines, maintain composure, delegate work, prioritize work under pressure, coordinate multiple tasks and maintain attention to details.
- Ability to work effectively in a cross-cultural environment with a multi-national staff.
- Excellent interpersonal and problem-solving skills, communication skills, creativity, and flexibility.
- Strong analytical skills and objective judgments.
- Ability and willingness to travel to JRS project sites and adapt to modest living and working conditions.
