Planning Officer

A Support Body to the Municipality of Jounieh was created by a group of professional volunteers (Core Group) with the aim to provide support related to strategic planning, implementation and community participation around urban planning and developmental issues. The Planning Officer under the responsibility and in collaboration with the Core Group will be responsible of managing the various strategic plans and urban projects developed jointly with the Municipality. He/She will serve as a resource to the Support Body, the municipality and the community with regard to all relevant urban development activities.    Duties Under the supervision of the Core Group the Planning Officer will manage the different projects supporting the Municipality of Jounieh Serve as a resource in urban planning issues to the Municipality and Support Body Provide technical expertise to urban planning issues and action plans Manage and follow up on all tasks related to strategic planning Maintain daily contact with relevant Municipality departments and staff and provide frequent update on the status of the projects Represent the Municipality of Jounieh and the Support Body in meetings with local community, local authorities, donors and partners. Responsible of writing report to the Core Group, and other members of the Support Body. Responsible of the development of expert database and task forces to support the Municipality when needed Lead and manage a team of volunteers Organize community workshops, experts work sessions and trainings    Draft concept notes and reports for donors Produce CAD designs and other cartographic or design material when needed   Qualifications Experience with innovative, creative urban planning projects, research and analysis Demonstrated ability to lead public participation and citizen engagement processes Capacity to serve as the primary contact with key officials and agencies within the context of urban planning and project management Ability to represent the City as an expert on urban planning/design issues and project management Experience in grants management and project management Knowledge of public, philanthropic and nonprofit roles in creating and implementing comprehensive planning and development strategies Knowledge of regional, city and neighborhood planning and development processes and regulations Knowledge of the principles and accepted practices of public planning and of the methods of collecting and analyzing planning data Proven ability to identify common interests and facilitate negotiations among disparate parties Senior management experience including success in managing large, complex projects Proven ability to move forward conceptual and innovative agendas Ability to negotiate work plan and activities with team members Ability to understand and empathize with people from a variety of social, economic and cultural backgrounds Ability to engage a broad cross-sector of the community and stakeholders Excellent writing and public speaking abilities  Computer Knowledge: Microsoft office, CAD, Adobe, Databases, GIS, other.
