Graffiti Artist

JWF is implementing the “Together for Access to Justice” project to contribute to equitable access to justice for poor and vulnerable women and girls in Lebanon. This project is part of the ‘Expertise France - Women Empowerment Hub in Lebanon (WE HUB),’ financed by the Neighborhood, Development, and International Cooperation Instrument (NDICI-Global Europe) under the European Commission.

The project focuses on legal empowerment, community awareness, and advocacy for systemic change, particularly on Sexual and Gender-Based Violence (including sexual, economic, psychological, and physical violence) issues such as:

  • Cyberbullying and digital safety
  • Access to justice for women and youth
  • Community accountability and human rights

As part of its community outreach component, JWF will implement graffiti art activities as a creative and engaging tool to promote awareness on justice, human rights, and protection from violence, including gender-based violence (GBV) and cyberbullying. Street art will serve both as a form of public education and as a platform for dialogue, reaching youth and broader communities in visible, accessible spaces.

 

2. Purpose of the Assignment:

  • Translate legal and human rights concepts into accessible visual messages for public spaces.
  • Contribute to the project’s broader goal of strengthening community awareness and demand for justice mechanisms.
  • Increase the visibility of JWF’s work and donor support through creative, rights-based messaging, including logos of JWF and its donor partners in all designs.

3. Scope of Work

The Consultant/Artist will be responsible for two graffiti awareness activities, including:

  • Preparing and submitting sample graffiti designs and concept sketches reflecting the agreed project themes (justice, equality, anti-violence, digital safety) for review and approval.
  • Identifying and confirming locations in Beirut and North Lebanon in coordination with JWF and local stakeholders. Note: Some locations are public and require approval from municipalities and MOIM, while others are private property and may require property owner consent.
  • Defining and integrating key messages aligned with project objectives.
  • Executing graffiti on walls of approximately 15 meters in size, ensuring artwork is suitable, sustainable, and resistant to removal.
  • Conducting a field visit to assess locations prior to implementation, using a predefined set of criteria to justify site selection (e.g., visibility, accessibility, wall condition, audience reach, safety, and permissions).
  • Providing and submitting a digital version of the final design for JWF review and approval before painting.
  • Preparing the wall (الحيط تجهيز) to ensure readiness for painting.
  • Detailing all technical and logistical aspects of the painting process, including materials, equipment, and steps required for completion.
  • Developing a proposal outlining the artistic approach and concept for the graffiti activities.
  • Providing a detailed financial estimate, including costs of materials and other necessary expenses.

4. Deliverables

  • Sample graffiti designs and concept sketches (for JWF review and approval).
  • Proposal describing the artistic direction, themes, and integration of partner logos.
  • Financial proposal, including costs for materials and related expenses.
  • Digital copy of final approved designs.
  • Completed graffiti installations on agreed walls.

 

5. Required Qualifications

  • Professional graffiti artist, muralist, or visual artist with proven experience in community-based art initiatives.
  • Demonstrated ability to link artistic expression with social justice, human rights, and advocacy themes.
  • Strong communication and teamwork skills.
  • Familiarity with EU visibility guidelines is an asset.

 

6.  Coordination

The Consultant will be engaged under a short-term consultancy contract with a lump sum fee, based on agreed deliverables and the allocated budget under the Together for Access to Justice project.

The Consultant will report to JWF’s Implementation Focal Point and coordinate with the project team to ensure alignment with project objectives and donor visibility standards.
